Lucius. His rules do nothing to match his fluff. He should be a challenge fiend. And bad things should happen to characters who beat him.

It would be nice if he had something like Lukas the Trickster where his opponant dies as well or, a nicer rule for the challenging opponant, have Lucius come back into play on 1 wound on a 2+ then have IWND on a 4+ but every time he gains a wound his killer loses one?

With the possible exception of Ezekial, all the Dark Angels named characters are overpriced. Their prices were set when they unlocked FOC swaps. They don't anymore, but their prices weren't adjusted accordingly, and neither were their abilities.

Oozing Plague Marine Terminator

Epidemius simply needs his old rules back. He was rocking the game for a very short time at the beginning of 6th edition before the new Daemoncodex arrived and turned all Daemon marks of Chaos to Daemons of Chaos. Also they restricted his aura ridiculously, making him rather pointless, especially compared to generic heralds.
Kugath also seems too expensive, even though his rules are rather nice.
Would be cool to see Typhus not getting perils when using Nurglepowers, but that's only fair as long as the nurgle powers suck . Other than that Typhus is fine I think.

Basically every single vanilla space marine IC except Tigurius, and Khan.

For example, Lysander. You pay out the butt for him, but can create an equally viable tank, using a storm shield + cataphractii + terminator captain for a lot less points, and you're not required to be Imperial Fists. Additionally there's the flexibility to take other optional equips as it fits your army. if you're vanilla SM you could take the relic shield which grants eternal warrior and still be below Lysander's cost.

Marneus Calgar should be better or cheaper. What role does he fill in your army, for instance?

There should be no imperial character who can go toe to toe with him he should make all imperial characters just die like the lessors they are

Unless that imperial character can disarm him (wink, wink, nudge, nudge), then he'd be 'armless.

Powerful Phoenix Lord

I don't imagine it'll happen, particularly without a new plastic kit, but is the Avatar still woefully underpowered compared to what fluff-wise it should be?

Are Greater Daemons more powerful than the Avatar? For something that is highly revered in fluff/etc. they've always been a bit underwhelming on the tabletop (most editions). I know Eldar don't need any help.
