Hey, I can't seem to find anywhere if boltguns are mandatory 2 handed weapons? Can I give my SM veterans a flamer and a shield? Or a flamer and a boltgun? Or two flamers? Or powers sword and flamer?

There aren't any global rules about how many weapons you can carry. It all varies between unit entries, so your command squad can carry shields with two other weapons.

I assume you mean Command squad since sternguard doesn't have storm shields and vanguard can't get flamers?

Storm shields are just taken in addition to other weapons without replacing anything.
You can replace chainsword to flamer, then replace bolt pistol to boltgun and take storm shield on top of that.

Yes.
However, unless a rule gives you the ability, you can only fire one weapon. 2 bolters are cool but ultimately just as effective ruleswise as a single bolter.

Most of the time when you pick another weapon for a model in your unit it reads "replaces weapon X", where X would be the boltgun in this case. If it does not say that, then you can take it as an additional piece of equipment.
Also if something is two-handed then it would always been told in the weapons stat-line. In your case, a boltgun is not two-handed.
Take note however that most infantry models can only fire one weapon. No matter how many guns they are carrying. Pistol are the exception here, as any model equipped with two pistol may fire both of them per gunslinger rule.

wait... storm shields don't take up a slot?

So my command squad with storm shields, bolt pistols and power swords/axes do get an extra attack?

Only if you choose not to use the storm shield, which means no 3+ invulnerable save.
You can always choose what weapon/equipment piece a model is using when it has multiple of them.

Vehicles (and a number of other unit types) have different rules on how many guns they can fire.

Walkers can fire all their guns most of the time.

Pretty sure stormshields have a specific rule which states that you cannot benefit from wielding 2 weapons while carrying a storm shield. RAW i'm pretty sure having it as an option takes away your second attack even if it's not "equipped." I'm not sure you can, for instance, deep strike in with shields out, take a round of fire, drop the shields and charge with extra attacks.
