Angels of Death says under 'Psychic Powers' at the beginning of the 'Forces of the Space Marines' section:

"Within this section you will find several Psychic Disciplines. Any Librarian with the Space Marines Faction, regardless of which Chapter he is drawn from, may generate powers from these Disciplines in addition to those listed on his datasheet."

And then in the 'Psykana Librarius' section immediately before the lists of powers:

"Any Psyker with the Space Marines Faction can generate their psychic powers from the Librarius, Technomancy, Fulmination and Geokinesis disciplines, in addition to any other disciplines they have access to."

So far as I am aware only the reference cards have notes on them saying that Blood Angels, Dark Angels, Grey Knights and Space Wolves Factions may use the powers, but it does not say which models have access to them.

One might assume all Psykers, however we know in some books only certain models have access to certain disciplines, so this isn't necessarily helpful.

EDIT: Was not aware of Angel's Blade allowing Blood Angels the use of the powers. I think that rather cements the remaining Factions' inability to use them, given they don't appear to have addressed it in any of their FAQs (unless I've missed and am not aware of that too!).

It should be noted that the Angel's Blade campaign book gave BA RAW access to the 4 Disciplines too.


HIWPI Librarians (or Librarian equivalents ala Rune Priests and BA Librarian Dreadnought) and Librarian Special characters have access to them, however that isn't the current RAW and might not be RAI

So RAW Grey Knights and Dark Angels etc can't roll for these powers? They didn't give them access in the FAQS or anything? Seems strange given what's marked on the psychic power summary card.

Having said that I don't think the psychic power summary card really counts as rules as it doesn't tell you which units have access. After all those cards say that CSM can use Divination but as far as I'm aware that's only for a few units.

I'd be ok with the big 4 (and the little 1, Deathwatch) using them, but not GK. They're pretty separated from normal Marines.

This seems to be another case of GW using 'Space Marines' to mean different things in different places. Does 'Space Marines' mean 'Codex: Space Marines', or does it mean (as in the Veterans of the Long War rule) 'Space Marines, Black Templars (sic), Blood Angels, Dark Angels, Grey Knights and Space Wolves' (Deathwatch have access written into their Codex)?

I've always played it as the latter, but an argument could be made either way.

Well it's explicitly defined as the Space Marine Faction in the Angels of Death supplement so I'd say that it's pretty clear in this case. As noted the Blood Angels Faction are also given explicit permission to use these powers in the Angels Blade book. But there doesn't seem to be anything for the other factions.
