The answer to your question is NO. The only way to get the Force power is to have a Force weapon.

That said. Magnus DOES have a Force weapon

Melee Tau? You mean Crisis suits modeled with electro whips & shields using Canoptek Wraith rules to represent "prototype" melee Tau? Add tiny drone swarms as Scarabs and Broadside-sized "spiders" and you have the perfect melee addition to any Tau army.
