I can see the each army getting it's own unique huge all powerful commander in chief unit, except for Tau.

Of all the races the Tau are the only ones who don't a character that is this grander than life ultimate role model for their faction.

The Mechanicus has Crawl (which he is awesome).

The SM have Guilliman (and by extension the Imperium).

The Astra Militarum could do this with the glorius return of Creed, who somehow against all odds managed to survive the fall of Cadia and in the process becomes what his Icon the Lord Solar Maccharian was at the side of Guilliman (who will of course accept him with open arms)

Chaos has Abbadon and the other Primarchs.

The Orks have Ghazgkull and taking into account the Beast series which just wrapped up I can see him becoming a new Beast in stature and power.

The Necrons have the Silent King (who would be the one to trully unite the Necrons, it's literally in his background)

The Tyranids have the Swarmlord, who just needs to be buffed up, since his backstory pretty much is explicit in that he is the favored son of the Hive Mind and has the accumen, instincts and power to back it up.

The Eldar already have many, not the least of which includes the nascent Ynnari with the Yncairne pretty much being this.

Only the Tau lack this central all powerful figure that is both a strategic, tactical and personal combat monster all rolled in one.

Can you see this happening for the other factions? Tau fans, what do you want to see?

Farsight seems the most likely to fit that bill - Nothing is stopping him, really, aside from his insistence on using his 200+ year old battlesuit, rather than something new and state-of-the-art, or even the experimental wargear (Iridium, etc.) available.

Put him in a Ghostkeel-sized Battlesuit designed with CQC durability in mind instead of Stealth, and "Personal Combat Monster" is well within his range. He even has a good fluff justification to regain wounds for every kill he makes, due to the way the Dawn Blade's chronophagic alloys work.

We know that Shadowsun is not adverse to using a Ghostkeel battlesuit herself (she did so in the fluff for Warzone Damocles: Kauyon), so she's also a viable possibility. Given the Farsight Enclaves have managed to get even experimental Tau Empire Wargear, you could even give her Fusion Blades (so she can stick with her fusion fetish).

We don't have rules for O'Kais (of Firewarrior and Dawn of War fame), and I don't see why he couldn't have taken a liking to Ghostkeel and/or Riptide battlesuits (particularly given his stated love for the Monat lifestyle, and his reliance on Stealth technology in Dawn of War). He also had a knack for firing ranged weapons in CQC, which could be reflected in a way akin to Cypher (and which would allow him to fulfill the CQC Monster role).

Finally, there is a tactical & strategic master who far eclipses Farsight, Shadowsun, and O'Kais in the Tau fluff - Commander Puretide.

Sure, he's dead... but his mental patterns were preserved, and Farsight's old pal Oblatai makes it perfectly clear that an AI engram is a viable pilot for a battlesuit.

Put a copy of Puretide's complete AI in a cutting-edge-even-for-Tau battlesuit, and you've got Sun Tsu in a Gundam Suit - deadly on a tactical, strategic, and CQC combat level.

There is Puretide. If they manage to put him into a suit like Oblotai in Farsight Enclaves, he'd be (again) the greatest military commander in Tau history. I don't know much of his personality, though - he's able to manipulate his students so they'll try to outlast each other during training.

And the greatest melee combatant Tau has is Farsight. He could be the 'commander-in-chief', if the Ethereals and he reach a compromise for the entire race.

No one, ideally. The Primarchs shouldn't be coming back in the first place, but rather relegated to background fluff and speculation. Moreover, these big flashy centerpiece characters push people to use less of "their dudes" and more narrow interpretations of the fluff. Especially with how ridiculously powerful these characters tend to be for their point costs.

I play Salamanders, and I don't care to mix chapters and units together like some Superfriends list. So I don't see how Guilliman really works for my army.

Personally, I would like a supplement that expands on new characters for the SM chapters that didn't happen to be blessed with blue armor and giant U's all over the place.

How about Chapter masters and Chief Librarians for Sallies, Fists, Hands, RG's and such?

Our kickass Primarch-equivalents over the the Eldar have grandfather-claused 3e-vintage statlines, so they've been inventing new silly ones instead of making Eldrad or the Phoenix Lords actually cool.

Of course he does. He's a Perpetual
He's one of the few Primarchs that makes sense to be able to return, but then again, he's just not as kewl as Russ or the Lion apparently.

There aren't that many that don't have a good reason to return, actually. To list (before they started coming back):

Guilliman, the Lion, Vulkan: In stasis/sleeping somewhere
Perturabo, Fulgrim, Angron, Mortarion, Magnus, Lorgar: Daemon Princes running planets in the Eye of Terror
Khan, Corax, Russ: Lost on expeditions
Dorn, Curze: Missing in battle, presumed dead but no body recovered
Ferrus, Sanguinius, Horus: Actually dead
Alpharius: Who knows?

So the only ones that are problematic to handwave back into being are Ferrus Manus, Sanguinius, and Horus, and they've given themselves convenient ways to bring them or their equivalents back. Fulgrim has been cloning and killing copies of Ferrus Manus for a long time trying to convince him to turn to Chaos, so all they need is for one of them to escape (or be rescued, Russ has to have been doing something in the Eye of Terror all these years); the Black Rage is the psychic imprint of Sanguinius on the Blood Angels and he's been coalescing over ten thousand years preparing to take over the body of one of his descendants (which is also how Mephiston is S/T5, his body is preparing itself for transformation); and Horus has been destroyed too completely to come back but Abbadon is going to get an ascendant form on the same tier as the Primarchs because the Chaos Gods do things like that.

Curze is confirmed dead, there is video evidence of him getting his head cut off by an assassin and him saying some gak about how he "knew this would happen", he was a erratic pysker and went a tad insane after seeing his own death.

Alpharius is also dead, spoiler alert btw.
Omegon could be running around still though.

Also im pretty sure it got retconned but for a while it was hinted that the khan was fighting in the gladiatorial pits of commarragh.
