Hey dakka, I am looking to run a seer council as a base for a competitive eldar army, however, I have encountered an issue.
Is there any cheap way to build a seer council? (around 5 warlocks and 5 farseers) And bits that I could use to make regular windriders into fitting looking warlocks/farseer's? Thanks!

There is such a thing as too many eggs in one basket...
Anyway, each farseer/warlock on jetbike clampack includes two heads (one for 'seers, one for 'locks) and both a singing spear and a witchblade. So if you were planning to use all the spears on the 'seers, and all blades on the 'locks then you're fine, you'd just need to green-stuff robes onto the rest of the model (which could be quite tricky depending on skill level).

Honestly I dont use my council much. I just glued witchblades and warlock heads on regular windriders. They are super cheap and function just the same. I shaved off the robe on the warlock arm also so I didnt have to use any green stuff.

I tried putting Dragon Prince torsos/lances on spare 3e-vintage jetbikes once. It didn't work too badly but they probably made better Shining Spears than they did Warlocks.

The cheapest way that I can think of requires imagination and some conversion skill. Get DE Hellions and add 2 starcannons/missile launchers (easy bits order) underneath them like engines, Maybe add some helmeted head and you have unique models:

I love that conversion galef.
I would also probably end up using the pilot heads from the Hemlock wraithfighter/crimson hunter.
The high elf arms are pretty clever.

Well, I played a Seer Council very often in former editions.
Sometimes on foot in a Serpent and sometimes on jetbikes.
Today, I'd only use them on jetbikes. They are fast and durable.
