The giant fearless tarpits are what I'm referring to.

Except what makes them the "giant Fearless Tar Pits" isn't the Conscripts.

It's the 25 point Priests...

I'm not going to spend the extra ++time-measurement-here++ to write "giant blob of fearless conscripts with a priest". Sort of depending on people knowing what I'm talking about, that being the methods of giving conscripts fearless.

It's like when someone writes "4++ invul conscripts", that means Azrael is with them. Or when I say something like "Fireknife suits".

Ok, but is my "list" good? Are scatter lasers good?

It's respectable, and shouldn't give you any issues. Unless your local meta is very competitive, I don't suggest putting scatter lasers on all of your jetbikes, due to the power being a bit much for casual games. If it is very competitive, go nuts with the scatter lasers. I really don't see anything terrible in your list, everything has a purpose, that's good.

I'm not to sure what my local 40k scene looks like. I know the AoS and minuscule 30k group is very casual, but the 40k armies seem a bit stronger (Off the top of my head, the guys and girls who play the most have space wolves with lots of tanks, Imp Fists with Knight allies and Chaos marines/Thousand Sons. And Tau, I think)

Are you able to magnetize things? IIIRC, bike hardpoints are relatively easy to magnetize.

Yep, I either don't build the part on (if the place where it goes has connectors of some sort) or cut through and magnetize. Although I have never magnetized arms before, the Wraith Guard will probably be my first.

9 Wind riders with scatterlasers is fine. It's 20+ that gets ridiculous. Even IG can kill 9 wind riders. Probably with just wyvern fire actually. And multilasers. Windriders aren't that efficient vs the fronts of Chimeras.

Wraithknights are very, very strong, but the shooty kind are rather vulnerable to lascannons with the bring it down order and not effective vs IG lists that don't have Russes.

The IG can make up quite a bit of ground in the meta by giving up on the Leman Russ completely. AV 14 is not what it used to be and the Russ hull has mediocre firepower in general.

Also would any DE bits be Craftworld appropriate? I have a friend who plays (well, owns) DE, and I could try to convince him to give me some torsos or weapons.

I magnetise arms on most of my models. IG, Eldar, etc.
I've listed info elsewhere about how I do it, and what I found out not to do.
But, magnetising Eldar arms is fiddly but doable.

Jetbikes, spiders and Wraithknights are the major offenders in the Eldar codex. They form the backbone of competitive eldar and are the main reason eldar receive so much hate. Needless to say Eldar have a lot of good to very good choices in their codex so you can't go totally wrong with them.
