Wrong. The Custodes, immediately at the end of the Heresy, recouped their numbers back to being 10,000 strong. They cover this in their Talons of the Emperor 'codex'.

assuming fore does not have mortal wounds and is like the rubric marines profile doing d3 damage it is possible they will be cheaper, if they are 3 wounds again it should make a huge difference in points costs as if they have 4 wounds all of these d3 wound weapons will not be able to one shot them even on a lucky roll making them even more powerful than they are now. my earlier reference to meganobs was less about the statud ogrey kignht and more the status of everything in the current ork codex being overcosted (yes literally every unit) and hoping next edition fixes them. I agree paladins are overcosted btu only by about 5-7 points, they are probably worth ~50 points per model rather than current 55 in this edition
