"If manifested, select a friendly Ynnari unit within 18" of the psyker that has not made a Soulburst action this turn. That unit can immediately make a Soulburst action (see Strength from Death)."
I'd just like to confirm based on the wording that the Ynnari unit chosen doesn't have to be infantry or bikers, so a Wraithknight, for instance, can be chosen for the Soulburst action. My reasoning for this is that only the Strength from Death special rule is limited to infantry and biker units, whereas the psychic power allows any unit with the Ynnari keyword to make a Soulburst.

I'm going to say this is the same as 7th, if you're not eligable to perform a Soulburst action in the first place then the psychic power has no effect on them.

You're not going to receive an official answer for at least another week, until sometime after the game is released.

That is the official wording for the text of soulburst. It doesnt state a stipulation on what unit can soulburst but rather what units carry the strength from death trait. So from my understanding any unit can.
But in the faction focus they stated that they cannot do it on a wraithknight. https://www.warhammer-community.com/2017/06/09/warhammer-40000-faction-focus-ynnari/ so its very confusing indeed. By the book it says ANY unit but community says otherwise. If worse comes to worse, rule shark it

We all agree that Wraithknights don't get the Strength from Death rule. The question is rather does the psychic power, which targets any Ynnari unit (not any unit with Strength from Death) allow Wraithknights to Soulburst. The focus faction article confirms that Wraithknights don't have Strength from Death, but unfortunately doesn't give any examples for Word of the Phoenix that allow us to determine intent.

What Oaka said, exactly that.
Rules as written: it's allowed.
The psychic power has two conditions:
1. Select an Ynnari unit (WK)
2. Has it soulburst yet this turn (no).
Obviously it hasn't soulbursted yet because it can't, which is where I guess the RAI discussion comes in (it's not eligible because only units that possibly could Soulburst could be asked the question if they had soulbursted yet).
However, that is an interpretation.
From a rules writing point of view (also RAI of course) I wonder why they wouldn't just say 'select a unit with the SFD rule' instead of 'an Ynnari unit' if they didn't want the WK to soul burst.
But then, it's GW writing the rules.
Might be FAQ'd out.
Something inside of me hopes this psychic power is one of the reasons a naked WK is 80 points more expensive than an IK.

.
This has me thinking, what are the best psykers for ynnari to give you optimal reroll chance to abuse word of the phoenix. It just made wraithknight a bit more appealing, especially if you can guarantee its cast every turn, 2 moves with a WK is just too good not to try and abuse atleast. we can still do jetbike spam as well as wave serpents, light them up from afar, move up with the WK and just go to town with sword and board and 2 star cannons, then soulburst to charge and then proceed to fight the next unit.

Only two characters can use the Revenant discipline of psychic powers now, Aeldari psykers cannot pick Ynnari powers just by becoming Ynnari. So you're limited to Yvraine and the Yncarne, and Yvraine gets +1 when attempting to manifest a power while the Yncarne doesn't even get to start the game on the board. So if you want soulbursting Wraithknights, the choice is pretty straightforward.

Visarch doesn't seem to be worth his points.
On the psyker choice: Definitely Yvraine for me. She's got a casting bonus and unlike the Yncarne is on the table turn 1.
