What things grant To Hit and Wound mods in 8th? Specifically in the Eldar rules. Both + to them, and - to enemies.

Well for space wolves its characters allowing rerolls of 1 on either hit or wound rolls, only one character gave +1 to WS.

Still learning my own codex, spo I was hoping someone who'd already looked through their own might be able to shed some light on that right off the top of their head.

Aside from the AP of weapons
Some of the weapon types such as assault and Heavy weapons will subtract 1 to hit if you move (Heavy) or advanded (Assault).
Being in cover will add +1 to the armor save.
Eldar can also use psychic powers to conceal themselves(-1 to hit) or add/remove 1 to Fight rolls
