Does the Stormraven need to hover to kick out its cargo of troops?

Nope

Do you play 30k? It'd be a lot cooler if you did.

here is the reason that i am asking. The rules says that you can not disembart more than 3" from the vehicle. But the flystand is over 3" from the ground. so unless you change the stand you can no disembark from the plane..

Where are you getting the idea that you measure differently for the Stormraven than you do any other model with a base?

Measure from the base, keep in mind the unit moves and advances too so 3 inches is the bubble around the base where you place the models entirely within, then measure move and or advance.

I'd measure from the base. Having said that I'd also let you deploy them onto the upper story of a building if you wished, measuring 3" from the model itself (but perhaps not both at once).

Unless it states particularly in the rules that it measures from the model (ala Hovertanks) don't worry too much and use the base.

Rules are clear that if a model has a base then that's what you use to measure to. Measuring to the model is only for models without bases.

Correct, which is also leading to a lot of assault issues in 3 dimenional terrain because you measure base to base, even large models are having trouble making it into 1 inch for combat.
