I seem to recall that at one time the Space Wolves were considered to be tech phobic. Thus they would be reluctant to field units like Bikes, Speeders, or Assault Marines with Jump Packs.
Is this still considered to be the case?

I think that part was slowly phased out. The last bit about being afraid of technology was them not using teleporters on Terminator Armor, but in 7th edition they got a formation specifically having terminators teleport in, so I guess they got over that one fairly quickly.

The wariness of teleportation made sense though. I wish they'd kept it. It's a very justifiable fear to not want to travel through the Warp however briefly without a Gellar Field.

Space Wolves logic - Russ preferred fighting on foot so walking is obviously superior.
Read the Skyclaws blurb in the 7th ed codex.

Yeah, except that was nowhere present in the 2nd edition codex, nor was any kind of tech-phobia.
Really though, they maintain the oldest living dreadnought in existence, literally their Primarch's second in command who is over 10,000 years old now, and they're supposed to be phobic of technology?
Most dreadnoughts become near-impossible to wake after a couple of centuries in the hands of other chapters but Bjorn is still awake and aware enough to take command…
Plus the Fang itself is a Wonder of the Imperium; a ten mile tall natural fortress mined almost hollow and fitted to service a full Legion's complement of starships and marines, with geothermal power systems so old and puissant that Adeptus Mechanicus Magos have been known to make pilgrimage there just to observe them working…
The Wolves aren't afraid of technology; they've clearly mastered it (as much as anyone in the Imperium can).

They only tech dislike the doggies had was towards teleportation (which is why their terminators could take drop pods instead).
Given how risky teleportation is in the grimdark, Star Trek's McCoy would be right at home.

one of the oldest, chaos has lots lol, but yeah it always seemed odd to me, but i do remember the 3rd ed codex that said something like "russ prefered fighting with his boots on the ground"

Yeah, but none of the chaos dreadnoughts around today have the same pilot as in the days of the Heresy even if the hulls are nominally the same. Hell, most of them don’t even have the same pilot they had last week; those things chew up and spit out (occasionally literally) pilots like there’s no tomorrow.
And it’s not like other chapters don’t have ten thousand year old relics, just that the Wolves (and maybe the Salamanders) are the only ones who have a hull with a pilot from that era who is both alive and sane, plus they don’t have the "lol Warp" time bending shenanigans to short circuit those ten thousand years either.

IIRC some Blood Angels Librarian Dreads are said to contain a pilot who fought at Terra during the Horus Heresy, but they're not named big heroes like Bjorn.

Yeah they do, lots do, lots dont, thats the nature of chaos, people always forget that time flows both ways in the warp, so its entirely likely some have been fighting constantly for more that 10K years, while some may "plop" out of the warp a single day after the heresy, tis cra cra bra, not only that the now Dead Iron warrior Warsmith Dread was at least 10k years old, sane, and a total dick, awesome character http://wh40k.lexicanum.com/wiki/Berossus, Bjorn is hella cool and unique to loyalists, but sane dreads for chaos exist, even if GW rules writers dont show it.
Relics wise, the Dark Angels are the relic hunters and obsessed with old tech and hoarding it, at least thats what gav thorpe says about them, this is why they used to have singular access to plasma cannons in tactical squads and have more access to other gear, and lots of terminators, now they also have stasis bombs, plasma talons (which seem like a watered down plasma repeater from HH), but no cataphratii armour, or tartorus, kos GW .....
This kinda gets me thinking on a couple of things, just what tech are the dark angels hiding, how long have some chaos marines actually been fighting in the warp, it wouldnt surprise me if some have been fighting for tens of thousands of years, just how much does warp exposure extend life, is that the actual reason for the long lived legions, or is it just a side effect of the functional immortality of space marines, i like these discussions.

Agreed. People tend to remember the 'time travels faster' bit more than the 'time travels slower sometimes too'. Probably because it's an often-used mechanism for porting dudes from the Heresy to the present day.
Another interesting thing that occurred to me. There's no guarantee that time will be passing at the same rate from one side of your body to the other.
Life in realspace-warpspace overlaps like the Eye must be really weird.

Space Wolves are not Technophobic, they are the complete opposite as they like to develop new technology and don't care about Ad-Mech restrictions which brings them into open conflict with Mars (the same as they tolerate the Wulfen which leads to conflict with the Inquisition)
They have their own forge inside the Fang and are therefore independent from the Ad-Mech.
They just prefer to fight on food the older they get
the same as they prefer heavy weapons
they only thing they don't like is unreliable technology as they don't like anything they cannot trust
so why use teleports as drop Pod or Thunderhawk does the same job but is save

The thing I recall about Space Wolves was their distrust of flying, biking and teleportation. For teleportation, it was because they distrusted the Warp and didn't want to send their best warriors hurtling through an extra-dimensional energy soul ocean, wearing their best gear, and with potential to emerge molecularly fused into a wall.
For bikes and jump packs, I think its more a case of "If walking is good enough for Russ, its good enough for me!" It makes sense. Like, hurtling through the air at breakneck speed into enemy fire is a good way to get yourself killed. Which is precisely why only newbies do it. Its specifically to weed out the champs from the chumps. Bikes are the same but at least you have a big metal thing with guns.
