I am building a Black Templars army. Would it be more effective with;

- a combination of assault based units and heavy support units (preds and devs)? Im thinking the heavy support could thin out the threats while the crusader and assault units move in.

Or

- all assault based, some geared towards anti infantry and some geared towarda anti vehicle? Move at max speed and look to tie up everyhing in assault at the same time.

I've never run an assault army and I am looking to change things up from my normal shooting based list. And it will be a good change to go from the blue shooty guys to the black assaulty guys

Depends on your statline and the quality of your shooting units.

For Marines, you always benefit from bringing a combination of shooting and assault units, because Marines have a statline and equipment list that allows them to both shoot and assault well.

Brother, you need a bit of everything and keep your choppy Crusaders in transports.
Take lots of AA and some strong anti <fly> or you'll struggle to keep up with fast moving skimmers and such.
A brief list I'm running:
-2 Rhinos with 2 S.Bolters carrying 9 Crusaders with 2 Axes each and Chaplain.
-LRC with MM, Helbrecht and Techmarine, 2x7 man Crusader sq with 2 Power Swords (at S5) and Meltas.
-Predator with Lascannon and Autocannon (so good...) with Ven Dread babysitting it with Twin Las and Fist (use stratagem to reroll 1s for both)
-Interceptor
-Vanguard Vets with Hammers

The AA it's spread out and any unit can take down tough units, pretty much everything it's moving up with relevant buffs like reroll any failed to hit for the whole LRC blob and +1S, Reroll failed to hit (Combat) with the Axes.
If you want more sit back AA you'll need rerolls from a Captain or Leutenant plus a shielding unit against charges.
