There's a guy I know bringing this to a 1500 point tournament soon. He's not going to make any friends there, but apparently the folks were jerks before, so this is kind-of deserved

Eh, if they didnt want it to happen just put "Any army list below 4000 points cannot include more than a single primarch model"

I'm not sure that is even true. You could easily being 120 Pox walkers or 180 Brimstones horrors with a couple HQs in addition to the 2 Primarchs. I'm not sure that is an optimal build by any stretch but you could get

120 Brims
Super Chicken
Magnus
Mortarion
In a single list and have 9 CP
