Filling out a Brigade as a Guard player who isn't new has no issues.

All of my Bullgryn are getting converted over to Ogryn Bodyguards. That's 6 Elites right there that grant benefits to my HQs, if I choose to run them en masse(I probably won't ever but you never know).
Platoon Commanders take up an Elite slot.
Command Squads(Tempestus and regular) take up an Elite slot.
Astropaths, Tech-Priest Enginseers, Servitors, Wyrdvane Psykers, Crusaders, Officers of the Fleet(who I might add go great along with a Vulture toting twin Punishers), Priests, and Masters of Ordnance all are Elites as well.

All of those can return a bit more on investment than the crummy new Commissars can. Astropaths are even cheaper than Commissars, pointswise, at 21 points(15 base and 6 for the Telepathica Stave) and can bring "Mental Fortitude"...which allows a friendly unit to pass Morale tests until your next Psychic phase within 12" of the Astropath instead of 6" of the Commissar.
Additionally the Astropath can remove the bonuses that a single enemy unit within 18" gains from being in Cover when targeted by friendly AM units within 6" of the Astropath.

I never thought of it like that, I've been in the +commissar bubble for so long....its amazing how sometimes a nerf makes us actually explore other options

Also you can take astropaths for 15 now, they can switch their staves for laspitols.

I know they can switch their staves for laspistols, just doing the 21 points since it's the "base" cost--and the model has the stave.

Personally I'm using the Mordheim Witchhunter Zealot with the hand puppet as an Astropath. The hand puppet will be his stave. Or his pistol. Not sure yet.
