Tank commander has the Explodes rule, everyone in 6" takes d3 mortal wounds on a 6.
Bellowing Voice warlord trait:
Add 3" to the range of any abilities on your Warlord's datasheet (such as aura of discipline or voice of command)
Is Explodes an "ability"? It's listed alongside the other abilities the tank commander has (grinding advance, smoke launchers, tanks orders, plasma vents). Nothing suggests that it isn't an ability.
So, would Bellowing Voice make a tank commander have a 9" explosion radius instead of a 6" one?

Because it's an explosion, not an aura ability. It's not a buff or debuff, it's essentially a one-off attack.
Also because it's ridiculous that being good at shouting loudly someone makes your tank explode 50% further.

As written, yes.
1. Explodes is an ability, not an attribute
2. Bellowing voice applies to abilities on the unit's datasheet with no other criteria. By this same token Bellowing Voice on a Primaris Psyker means he shouts louder and draws attention to the malfunctioning mind bullets when applying "It's for your own good" .
3. There are no conditional exceptions in either ability
So Hubertus Q. Tank Comander can get so incandescently angry whilst shouting at the enemy that his tank explodes harder.
This is entirely in keeping with the tone and background of the game, and I totally support it.
It will almost certainly be FAQ'd though as the "no fun allowed" brigade will be against it.

Some people find the idea that other people can be happy offensive, and will prefer causing harm to self improvement. |

It's also ridiculous that keeping to the shadows makes other peoples' plasma explode more often, but that's how the rules work. The quoted text says "abilities," not "aura abilities."

I don't play guard but if I did and I came across this situation, would I be a bad person for actually considering rerolling the dice if the tank DIDN'T explode?

It makes a certain amount of sense. Let's say you're a tank operator and your boss is currently screaming at you. He's screaming at the enemy. He's screaming into his radio. He's just generally screaming all the time. That's stressful. Maybe you're on edge all the time. Maybe you try to get things done too quick. Maybe you didn't handle the munitions the way you were supposed to. Yeah, you're supposed to keep them separated to minimize the potential for explosions, but any accident is gonna kill you anyways and your boss has been screaming about his coffee for the last ten minutes. Maybe an explosion wouldn't be so bad.

RaW it does apply. RaI arguments or "It's an explosion not an ability" arguments are invalid.

Agreed. RAW says yes!
This is so funny and stupid that I'd totally argue for olaying it this way if it came up in a game, even if it was massively bad for me!

Honestly “explodes” is on enough things that it should have it’s own profile type+definition in the main rules, and that having it be a bespoke rule for each unit that can explode only resulting in this one bit of silliness is a testament to the increased editing quality of the 8e rules.

Well theoretically speaking, using vehicles in a suicide mission can potentially benefit from the increased explosion radius. Maybe the designers had the idea of car bombs in mind when they wrote the rule - so it may be intentional!!

Except this way they can give each vehicle it's own chance of exploding. Some vehicles are going to be more prone to exploding and some monsters are more likely to lash out in death throes.

They already have vehicles that Explode differently. For example, a Scout Sentinel, a Leman Russ and a Baneblade all Explode differently.

Let me clarify: I think they should have created an explosion profile, just like a weapon profile, that dictated radius and damage.
