Some of us may have been part of this debacle of units deployed in transports counting towards the 50% of the army requiring to be deployed at the beginning of the game.

The following list assumes that the above is indeed true, and pushes the boundaries of the said rule.

1 drop. 10 reserves. 12 CP. 18 orders.

All HQ and Elite slots go inside the Valkyries. The Valkyries use vehicle squadron rule to deploy as a single drop.
There are total 16 units deployed - 3x valkyries, 7x tempestor prime, 4x hot-shot/melta squads, 2x command squad and 10 units in tactical reserves.
Total of 16 orders per turn. Every squad has vox casters to receive orders from 18".

The list always goes first (If first turn is seized, pray all your three valkyries don't die) and drop everything on appropriate targets (hot-shot volley gun squad infront of infantries, meltas on vehicle/monsters, plasmas on everything in between). Advance one valkyrie to reach units that are potentially too far to drop off a prime on and roll for grav chute insertion. Reroll if failed. Apply appropriate orders to each squads.

If you ask me, this list should be illegal and only be able to reserve 3 units. But according to the discussion, units embarked on a transport count towards the 50% deployed count.

Units in transport are not deployed on the board.

And the update first turn rule means you aren't guaranteed going first, just slightly more likely. Check out chapter approved preview.

They are not PLACED on the battlefield and exist OFF battlefield for all purposes, except there are no specific rule stating they are NOT DEPLOYED.

This is more or less a rule my friend abuses but havent been able to prove this is not allowed. PLEASE HALP! Where does it say this is not legal???

As far as I know, units in transports are counted as being deployed for reserve calculations.

Think of it this way. If you had an army like dark eldar, who typically deploy their entire army in transports, you literally couldn't use deep strike.

This would even prevent the ability to put more than 1 unit in a transport which we know is not the case.

This is going to come down to the "Is it on the battlefield" answer. Some people are saying that units in transports are on the battlefield while others disagree. Right now it looks like a grey area. See https://www.dakkadakka.com/dakkaforum/posts/list/729781.page

My meta just doesn't count the units in transports as deploying. For example if I have 10 units and I place 2 units inside of a transport then those 2 units do not count towards my tactical reserve. So if I deploy all of my other units normally only 4 can come in from reserves.
