Q4) May be an error but BattleScibe lists Burning Chariots as have the Character key word. The Chaos index doesn't. Has there been an update I don't know about.

A1) You can leave as much as you want as Reinforcement Points. Keep in mind that if your CHARACTERS all die, you lose the ability to summon anything.
A2) Correct. It has the correct keywords and so may attempt to summon. Keep in mind that the Daemonic Ritual rule on a datasheet is there to show what units can be SUMMONED, not the ones who can do the summoning. Any CHAOS CHARACTER (Except Cypher, he's No-ones Puppet) can do the summoning, even ones that could possibly be summoned.

GW hires Beagles for editors and you need several forests worth of errata and
FAQ to get anything done. At least it's better than the old days! As for the horrors splitting, that's only for the normal Horrors unit, and even then that eats into your reinforcement points.
A4) It's an error in Battlescribe. Seems they got lazy (no surprises there) and copypasted the Heralds rules. Feel free to inform them on Github but expect to be attacked, have your posts edited and told you're a horrible person for intruding. Open Source projects have a tendency to be horrifically insular and feedback-phobic. Make sure you update your datafiles though in case it got fixed. There is a bug in Battlescribe which means you can't actually update the roster files normally, you have to totally remove them, then re-add them. Go to File > Data Repositories,
remove the datafile and then re-add it.
