Check this thread for some general tips. The first post has some really good info. Posting points is frowned upon on the forum, but I can tell you that Battlescribe is pretty accurate, so you may check that. Also just a fair warning: Necrons are one of the weakest armies so far this edition. We're supposedly one of the next codices up, though, so hopefully that will change.

One of the weakest?

From my knowledge Necrons are still played competitively, I also have a death-wing company as my back-up army (Love the fluff behind dark angels)

Why are necrons so terrible in the 8th edition? I've heard otherwise. Although they may not be 'OP', at-least they are viable and playable.

Necrons aren’t terrible, people just don’t understand them yet this edition. No army that doesn’t have a codex is particularly strong. Just bear in mind that necrons aren’t that good at killing things this edition. Their strong point is sneaky mobility, survivable everything. The name of the game is denial, board control and objectives FTW. Don’t expect to be tabling anyone before their codex is released. Rule of thumb.... always more immortals. You want 2 squads of ten in basically all lists.

Sorry Erik and harley, Crons haven't been competitive this whole edition. If you check blood of kittens (link below) you'll see they haven't placed top 3 in any 8th ed GTs. Certainly the perception they are subpar is part of that, but the reality is at 2,000 points they are not tougher than marines since RP is so easy to bypass. Necrons also overpaid thru the nose for RP, and the fact that the special rule fell flat meant they are overcost in general.

Some units like warriors, immortals, and scarabs turned out alright despite being a tad expensive. but none of those units are good at offense. The units that are good at offense (Lychguard, Prats, destroyers) are over cost by quite a bit, and thanks to RP being DoA are very easy to kill for their points. So what happens is people kill our offensive units via focus fire, and then the necrons are helpless.

It's not all doom and gloom though, we have a codex coming soon (march is the rumors), and at a local level necrons can be fun to play.

My advice for the moment is to focus on fast, tomb blades destroyers and wraiths are fast, and mobility can let you pick your battles.

I’m not saying they can take on the dark reaper qebway or massive min/max tourney lists, but I have some necron players who do fine in my meta. I DO admit it’s not easy. They have to play very smart to win and are in dire need of an update. Wraiths are good at contesting objectives, but again not as killy as you’d hope. Destroyers are great but so expensive. Chapter approved would’ve helped with the stratagem and item, but then it had to go and nerf the Forge world pylons cost, which was a huge hit. We will see where it end up after the new codex.

As a new 40K player, I'm loving the look/appearance of necrons so the current meta won't pull me down much.

As I'm new, is it pointless buying the "Index: Xenos 1" as the Codex will be released *soon*. I won't be gaming for awhile as I paint my models to a very high standard (Spent about an hour - removing/sanding securing my necron overlord together... yet alone an entire army!)

Yeah I wouldn't pick up the Index. The codex will be out soon. Possibly even late Feb as they've been churning out the new 40k codices pretty quickly. Just paint up what you have and when the book drops you'll have a small painted force to try out.

Yep, don't buy it. Even with the Codex not yet out, the information in the Index it is out of date as per the FAQ, with it not listing Catacomb Command Barges as characters, getting the Ballistic Skill for Monoliths wrong. I think its supposed to say Triarch Praetorians with Voidbaldes get an extra attack too.
