I’ve never cared to play Space Marines (Loyalist or Chaos) but after reading about the Black Dragons in Death of Antagonis I really liked the idea of making my own mutated (not Chaos-y) yet Loyalist Chapter that I could model and put on the table. Fluff-wise It would also make it viable to fight against pretty much any other force, and make it fun to build a story behind them.

Has anyone else done this, and is there any grief from other players for putting these on the table as “loyalist” Space Marines?

As a loyal Salamanders player I'd say there's no reason to give you any grief. Let's just head over there to that pile of wood, just let me get some promethium first.

No, but seriously - I'm currently experimenting with a few jump pack marines to build a small 3 squad+1hq detachment of Black Dragons, too - using a few spare Tyranid bits, it's just an opportunity to build something different, and as long as the model is recognizable as what it's supposed to be rules-wise that's fine. If you Chaptermaster has spider legs but still has his psychic hood and a force staff that's pretty awesome.

And seriously - if someone gets angry over your fallen Grey Knight company that worships Slaneesh, he should rethink his priorities.

This. They profane the beauty of the human form by being filled with such inhuman organs and implants.

And that's why the Rainbow Warriors had to die.

Jokes aside, if the conversions are good enough I can't imagine too many complaints from anyone outside of the the minority of players who put lore over everything else.

They had chapter approved rules (3rd edition i think) for making 'cursed founding' chapters. It was interesting, although not viable. But definitely interesting. As a bangel, i wasn't far off that.

Not mutated, but I've often considered using the normal rules to make an army of "Fallen" with Scout bikers on horses, old marks of armour, etc.

Take a look at what I've been painting and modelling: https://www.dakkadakka.com/dakkaforum/posts/list/0/725222.page

The Soul Drinkers went all mutanty but still considered themselves as being loyalist. Also blood angels and space wolves are already pretty mutanty.

Please excuse any spelling errors. I use a tablet frequently and software keyboards are a pain!

BA, Space Wolves, and Salamanders get a soft pass from the =I= due to being the founding Legions. But those Chapters having mutations (especially those from the Cursed Founding) are regularly scrutinized and hounded by the =I=.

Part of my fascination with the Black Dragons is that although they don’t have a homeworld, they are the only Loyalist mutated chapter that still recruits into their Chapter from other worlds (according to lore). And they encourage their mutation.

The Salamanders? I've heard of them. Aren't they the group of Astartes whose gene-seed turns their skin jet-black, and grants additional resistance to both heat and radiation?

Almost every First Founding chapter has anomalies (some might say mutations) with their gene-seeds:
  • White Scars: cursed with savagery.
  • Space Wolves, Blood Angels: famously screwed up.
  • Imperial Fists: two of their implants rendered useless. The mutations can also cause "Dorn's Darkness", a severe neurological disorder.
  • Raven Guard: two of their implants rendered useless.
  • The gene-seed of the Iron Hands may cause their hatred of their own flesh.

  • The more useful a chapter is to the Imperium, and the better they hide their defects, the more severe the mutations that they can get away with.

They might have considered themselves loyalists, but they were renegades.

Definitely not true, plenty of chapters recruit form other worlds, not least the Black Angels or Black Templars.

And refuse to love the Spinosaurus because it is a hamfisted attempt at taking what you loved, making it TREX +++ and trying to sell you it.

I remember when the salamanders were just black. That was their 'mutation'. Of course, i remember when the dark angels were native americans. We can't have that sort of thing - apparently.

Id have no problem with mutant space marines on the table. It would make more sense lore-wise to have a battle against them since everyone would consider them an enemy. Cleanse the mutant, burn the heretic, etc.

If they were well modeled and painted, I'd enjoy them a lot more than a the standard faction.
