Would using quicken on a unit allow it to fall back (as if it were the movement phase)?

Falling back is just a move so yes quicken should let you fall back.
Since they could have fallen back before the psychic phase anyway, im not sure why you would ever have this come up though.

Yes. Falling Back is the only legal movement they could make (if they were within 1" of an enemy).

No, BCB is right - "As if" is clearly different from"Is".
However, "As if it were" is semantically same thing as "is".

Yes, but both here and the Auspex Scan thread I'm making reference to are situations where, "as if it were" are used, and he's given conflicting responses.
I know BCB's claimed people are always trying to catch him out etc. which I'm certainly not trying to do with any malice, simply pointing out with some good-natured humour that it seems he's changed his view.

Leaving a unit of engaged with an enemy to prevent Auspex Scan or Forewarned stratagem fire from that unit but then wanting to be out of combat to allow you to shoot said enemy unit and/or charge them with something else.
