Wyches and Incubi footslogging accomponied by small units of hellions and reavers and a few Cronos. Cronos cant really do a whole lot in close combat and their shooting is all strength 3.
Also Lellith would have to be one of the HQs for sure. she is very points heavy and pretty terrible nowadays.

3x 9 crisis body guards w/ 1 FB, DCs (poor damage, easy to kill, no range, no drones, paying for a useless ability. Total 2001)

Slightly better fire power, but more expensive than a dreadnought for WAY worse firepower, and hilariously bad durability in comparison (T5 6W 2+). (each broadside is more expensive than a dread, and only gets BS4+ )
Drones are just to fill points. (1998 total)
I'm sure with a few tweaks this could be worse, but it'd involve more math hammering than I want to. (also I don't have the codex on me, but if you can replace a weapon with a wargear option instead like a DC, that'd be a way to make the list worse)

This is actually a little more challenging of an order than it initially sounds, because we don't have that many unique units, so at some point in time to meet the highlander rule we have to field actually good units, and St.C and the Seraphim alone can make a fairly significant impact on a battlefield with armies not optimized for worst performance. It also does have a lot of multimeltas and lots of padding for them, but I couldn't really think of worse things to assign.

The goal here is to have as many chainfists and combi-flamers as possible, to make each model's price-to-ineffectiveness ratio make Grey Knight players trying to win feel better about themselves. The 8" range on the combi-flamers ensures that they lose a lot of the power from their deepstrike and outflank, and the chainfists are just absurdly expensive for what they add to the model's ability. However, on turn 2 whatever's left is going to hit like a freight train, and I'd be somewhat concerned that another engineered-for-badness list won't be able to kill them.

Vanquishers are garbage, so fit them with expensive and short ranged weapons for maximum badness. Fortunately, there are 2 different kinds of vanquishers, neither good, and they come in groups of 3, so that gets around the highlander problem nicely.
You do win. I don't think anyone else can even bring that many unarmed units.

Personally I'm not sure the Land Raiders are actually worse than taking a bunch more shield/sword Guards, given that they let you move faster and engage targets outside 12".
True, but they're also 400 points for not very many shots. Take nothing but Guard, and you have a decent (if small) horde.
One thing I might do is add some Vexila Allarus with Vexila Defensors. Allarus because nothing else is deepstriking, so that's wasted, and they cost more points. Defensors because all Custodes (excepting the Raiders) have a 5+ invuln base, so it's useless.
Even worse (better?): Normal Vexilla with Vexilla Defensors and Storm Shields. Expensive, useless flag, and unarmed.

Huh. I thought I'd have a solid go at this (not because my faction's bad—it's not, not by any stretch—but because I thought I knew its weaknesses well enough to lol them out pretty quickly).
After about 1400 points of truly worthless, 5" foot-slogging melee garbage, I realized I'd be forced to choose some actually effective choices. Even in this all-1W-dudes meta, I'd have no choice but to actually cause some damage after a certain point.
LOL I hear that. bring a tank heavy list and you find your opponent has lots of tank crackers. infantry heavy and "... wow those are a lotta flamers" etc. sometimes your luck is just that gak LOL

I did. Mine is a battalion, and all slots are different. I could've done a lot worse otherwise, especially with the negative CP detachment available.
Yeah, but that's the point. To see unit diversity from a different perspective. Also, i have a feeling that such games would be super enjoyable. Where else could you possibly see 15 burnas led by a megamek crashing against warlock conclave. Btw, don't you choose psy powers at the start of the game? It might screw up the list a bit and make it more potent than intended.
That's a fun list. But it might be a bit too good with a deepstriking strategem for rubrics and granted that a lot of armies won't have d2 weapons for this format, they have a potential to crush stuff.

Well, this DG list is actually pretty fluffy And the PM blob supported by the palanquin lord and Surgeon could actually do something if it reached melee. Same with the terminators. I still tried to take the worst load outs possible.

How bad are centurions? Seems like you can have around 1k pts in a single unit of devastator centurions alone. But they do have a bunch of lazcannons. BTW did you know that most marine sarges can take two thunder hammers?

HQ Sgt Chronus in a rhino - 112 points
Captain in Terminator armour with two thunder hammers to increase cost whilst decreasing synergy 144 points. He either stays back to buff and does nothing himself, or goes with the centurion assault squad his buffs don't help the flamers.
Troops
Intercessors squad, scout squad and 10 mean tac squad, all unupgraded - 275 points. The scouts could potentially help with board control, which is why they've been left unbuffed. The tac squad is up to ten men but not upgrades to make sure they achieve nothing.
Elites -
Servitors - only 60 points, but really really bad.
Centurion Assault squad - keep the flamers to make them rubbish. 6 of these fellas to prevent them drop-podding adds up to a whopping 444 and you just know they aren't making those points back.
Heavy Support -
Centurion Devastator Squad. Keep the heavy bolters and take six of these fellas. Now, they might be able to do some damage and soak up a lot of damage, but oh boy, 660 points is a lot! Possibly your best unit, but still only Str 5.
Hunter and Stalker and hope your opponent brought no flyers - 199 points.
Flyers -
None - you don't want air superiority, after all.
Dedicated transport
1 drop pod. Because they are overcosted and you have nothing worth putting in it anyway.
That leaves 23 points to buy some pointless upgrades for the wrong units. I think that is imprssively awful.
Though guards may sleep and ships may lay at anchor, our foes know full well that big guns never tire.
