Lets say an hive tyrant with the kraken bio-artifact is hanging around some venomthropes, would the enemy shoot it with -2 to hit? Or would it not stack and stay -1? now it specifies that malanthrope's ability does not stack with the venomthropes, but theres nothing about it on the chameleonic mutation (kraken artifact), so some in our group figured it would stack but others think otherwise.
bio-artifact: KRAKEN model only. Your opponent must subtract 1 from all hit rolls for ranged weapons that target this model.
venomthropes' ability: Your opponent must subtract 1 from hit rolls for ranged weapons that target <HIVE FLEET> units (excluding MONSTERS) within 6" of any friendly <HIVE FLEET> Venomthropes. In adition, your opponent must subtract 1 from hit rolls that target <HIVE FLEET> MONSTERS whilst they are within 6" of any <HIVE FLEET> Venomthrope units that contain 3 or more models. Increase the range of both these effects whilst this unit contains 6 models.
malanthropes' ability: Your opponent must subtract 1 from hit rolls for ranged weapons that target <HIVE FLEET> units within 3" of any friendly <HIVE FLEET> Malanthropes. This penalty is not cumulative with the same penalty from VENOMTHROPES.

Minuses to hit stack unless otherwise stated, yes. So assuming there are 3+ venomthropes nearby, the tyrant is very hard to hit.

Just no...
In theory they can stack a -4 on a specific unit if it is shooting at another specific unit with a built in hit modifier. They cannot force an enemy to move and take a hit penalty for that with heavy weapons, drain only works in the assault phase and baharroth's ability only works until the end of the current player's turn so wouldn't affect the enemy shooting phase.

Don't take anything BCB says right now as literal. He's upset at GW and pushing the English language/ RAW to punish them.
