Best to ignore the rules on this and play with a house rule. The actual rules are pretty clear - if you can't get within 1 " of an enemy model (even if it's because you physically can't place it) you can't actually have a successful charge.

If we fail to anticipate the unforeseen or expect the unexpected in a universe of infinite possibilities, we may find ourselves at the mercy of anyone or anything that cannot be programmed, categorized or easily referenced.

Do you know what's even more ridiculous? A deff rolla battlewagon can run over infantry on top of one of the KT ruins with its deff rolla.

At the beginning of each game (no matter whether I'm playing DG or orks), I offer my opponent to allow measuring to and from all models as if they were a cylinder as high as the model in question, ignoring banners and antennas. I have yet to have someone refuse, though some are irritated when I tell them about the official ruling.

7 Ork facts people always get wrong:

That's why this topic caught my eye - I'm building a Khorne warband and I'm more or less not going to bother with guns.
But it means a shooty enemy could deploy up a ruin and they'd be effectively invincible.

However, I also make the terrain so I'm going to be modelling intermediate floors 1" apart or stairs.

For that matter, how would a guy carrying a heavy bolter climb up a ruin if there were no stairs? I think I'm digressing.
