I'm not seeing User Signatures, but my Profile Settings doesn't have them blocked.
Are Signatures temporarily disabled server-side?
or is there another way that I've somehow removed them?

I see that I had somehow switched to mobile theme. Everything works!

I have just clicked to show signatures and can see yours. Try disabling them, log out and then enable them again and see if that works.
