You could still give the FRFSRF order to the Veterans even if they didn't have a lasgun/hotshot lasgun, and chain it across the army. Sure, they receive no benefit themselves, but if you've got Infantry Squads located around the Vets, you've just multiplied how many orders you gave massively.
Command Squads don't need to have lasguns to be affected - it's only that why would you use it if they didn't have lasguns?
I think I'd prefer that Veterans simply get the "order without range" bit, and maybe something like "one unit within 6" of the Veteran Squad may share the effect of any orders targeting the Veterans".
Gives the Veterans their utility in gunlines (FRFSRF is useless because if the Vets wouldn't be affected, you may as well just target the Infantry), but also gives them another utility, in being able to pseudo lead away teams without an officer getting involved. You could have tag teams of Veterans leading other units behind/into enemy lines, while keeping officers behind your own.

I don't really have an issue with Veterans where they're at, at least, as Elites, that is. I'd like them to be a little more than just Infantry Squad with +1 BS and more weapons - things like the old Doctrines, and potentially this "can pass on an order to a unit nearby" making them more than just Infantry Squads +1.
Rule of 3 isn't compulsory, and you have the Vanguard detachment to build Veteran-only detachments.

No. Scions and the Militarum Tempestus are our own special forces regiment. We shouldn’t have to be tarnished and brought down to the level of poor guardsmen. We can be troops to make our own detachments and armies for a reason.
If the truth can destroy it, then it deserves to be destroyed.

It wasn't shown to me. Soup doesn't protect Infantry. Infantry are too cheap in soup lists, they're also too cheap in IG lists. Either way this isn't about Boyz (who I don't mind being 7ppm if other troops are also increased to a fair level) in my opinion 5ppm vets as troops are way, way too cheap.
Boyz went to 7 points because the 10 point bomb upgrade in the index is now free in the codex.
If you're taking multiples of 10 and were buying the bomb, they're exactly the same price. Otherwise yeah they did go up a point.
