I have a feeling that this was originally an exarch. Exarchs weren’t just squad leaders 25 years ago when I was playing, they were more character type figures if I recall correctly.

They were, but this model was always Maugan Ra.

It's definitely a Maugan Ra - the shoulders are a dead giveaway. The surface looks awful, though. If it's really that rough, then it may well be a recast

Meh, it's rough, but as others have said already, no rougher than expected from GW's metals. While they were generally fairly smooth, the odd rough cast did slip through.

Here’s a NIB Maugan Ra that says exarch on his tab:

Yeah, resin casting is very easy. Only need a pressure pot and compressor. I do it myself(resin cast, not recast others figures). With metal casting you need a expensive spin casting machine.

Based on the low quality picture, I cant see any signs.

But there are metal recasts out there too that's for sure.

Um, No.
To recast metal all you really need are a melting setup (small gas stove - camp cooker will do the job) a crucible and some WMA.
It's perfectly possible to gravity cast metals without using a spin casting machine - provided you know where to put the gates and vents in the mould. Spincasters make it FASTER to do MANY casts at a time, but aren't a requirement as such.)

and as for metal recasting? Yes, there are metal recasters out there. It's not quite as easy as resin - (and again, pressure pots aren't REQUIRED if you know how to vent your moulds).

I've cast in WMA, as well as bronze, and several kinds of resin. In a professional capacity and none of it used specialised casting gear.

I'm OVER 50 (and so far over everyone's BS, too).
Old enough to know better, young enough to not give a ****.

That is not dead which can eternal lie ...

The only reason there aren't more of them is that most of the industry has moved to resin and various plastics, so the recasters had to keep up. Back when lead and white metal were all the rage, metal recasters were much more common.

Powerful Phoenix Lord

The idea of the Phoenix Lords wasn't entirely fleshed out when these were first being designed/made. So they marked them as vaguely as possible when producing them. It was possible the figures could have ended up as simple Exarchs, but then the concept/idea of Phoenix Lords was finalized and they became them, etc.

They probably had the idea of an ultra-Exarch, or a leader style Exarch (Exarchs themselves used to be characters and were far superior to the lame squad-leader role they now occupy game-wise). The name Phoenix Lord was probably the last part of the design.

You will see somewhat bizarre or weird names on the slotta-tabs for a lot of 2nd edition, RT era metals. It's quite common.
