So I'm (re)reading the Commissar Cain series and thought it would be a lot of fun to come up with some custom rules for using him in a Kill Team, preferably without using the Commanders expansion. Keep in mind this is for friendly play, obviously not anything competitive. Just like the idea of something complete fun.

Without using commanders, here is what I thought.

Leader: Commissar Cain (uses the Severine Raine stats, abilities et al, but without Commanders abilities. So still has the nerve test special rule, and her pistol/whatever are modeled as a laspistol/chainsword. Same points (20)
Specialist: Ferik Jurgen (uses Scion gunner attributes). 15 points
Special rules: Blank, all models within 2" of Jurgen are immune to psychic attacks
Sure shot, can fire into melee if the enemy is engaged with Commissar Cain only
equipped with Melta
specialization: Sniper
Jinxie Penlan (uses Scion attributes). 10 points
Special rules: accident prone, whenever Jinxie moves roll a d6. On a 1, the nearest friendly unit takes an automatic hit at s3 and on a 6 the nearest enemy unit takes an automatic hit at s3. Armour saves allowed

Got any thoughts on what to add? Keep in mind this is for fun and giggles with friends (and my kids who have started playing).

Surely need to add Felicia as a junior Enginseer with the comms speciality. Not quite sure what else she could get, but some kind of flamer weapon perhaps

Is there SoBs in Kill Team yet? I'm away from my book. Sister whatnot from the Schola Progenium posting on Perlia? Maybe using primaris Combat Sergeant rules?

The rules for the Last Chancers and Gaunt's Ghosts are flaoting around the internet somewhere. I think they were mostly done "within the rules", but I'm not sure. Might be worth a look as an example of power levels.

Why scion stats for Jurgen and Jinxie? Because they're as good at shooting and fighting as a space marine?

In the ghosts and last chancers only gaunt, schaeffer and demolition man have better than 4+/4+.

Primaris combat sarge statline for the sister? Because she should have as many attacks as a cannoness?

This is a great example of the problem with homebrew rules - everything gets turned up to 11 because they have to be special.

They are fictional heroes that are loaded with plot armour. Damn right Sister Julian should have the same number of attacks as a cannoness

Also as the sole representative of the Adepta Sororitas responsible for training the next generation its feasible that she is Cannoness grade in the first place. Jinxie maybe not so much, but Jurgen has taken down pretty much every type of bad guy relatively easily, so being quite good at shooting matches the background.

I do see your point, but what's a few bumped stats between friends when trying to represent fan favourite characters in-game.

Whilst the ghosts and last chancers are (nearly) all just regular guardsman stats?

Why not make them interesting rather than simply making them better?

I agree, even as fan fav characters it does little justice to them to just bump there stats up to make them HEROIC. I would even see it as more interesting to keep them similar to the last chances. Little changes but way interesting to play.
It also makes the games more interesting if they need to work just as hard to win as an oponant does, just good tactics, smart play and a little bit of luck

A scion gunner with a meltagun costs 5pts more than a special weapons gunner with a meltagun. The 5pts bumps BS by 1 and save by 1. Both arguably correct for Jurgen as he has carapace armour and is a good shot with his meltagun. Regardless of the official rules for the Last chances, it doesnt make much odds by making your favourite characters slightly better versions of the standard books.

Sister Julien I've probably got way wrong because I didn't bother to read the stats before responding, but it's still not stupid proportions s with the primaris sergeant coming in at 18points. Not like making them all characters or Elites or anything.

I could see dropping Jinxie down to a regular guards(wo)man, but the challenge I ran into wasn't so much wanting to boost the non Cain/Jurgen models to stardom, but making a kill team that didn't completely suck.

My initial thought, outside of the Cain / Jurgen stats (Cain does, after all wear ablative, and is considered one of the finest swordsmen in his sector, and Jurgen is just underappreciated badass), was to make the rest of the KT standard guardsmen. The problem I had was that the list would kind of suck and even in a friendly match not be competitive.

So my mental compromise was to make a reasonably balanced list (nothing min-maxed) and then plug names in where they kinda fit. Only Jurgen and Cain really have good attributes, and the Jinxie special rule is equally detrimental / beneficial to both sides. Otherwise she's completely stock.

I definitely want to avoid plasma spam, so having scions as well as guardsmen seems to make sense. Would have loved to throw in a Felicia or even an Inquisitor Vale, but the first would require importing an AdMech model (and changing balance) and the second creeping towards G-d mode again. So just Cain and Jurgen, hanging with the 597th doing their thing.

All guardsmen are good shots and Jurgen isn't exceptional.

Larkin is still BS 4+...

If you had to give Jurgen special stats/rules then he should get a leadership boost.

Odour of resolve: Commissar Cain may re-roll failed nerve tests if within 2" of this model.
Loyal to the end: This model automatically passes nerve tests if Commissar Cain is not out of action and has one or more flesh wounds.

That's actually pretty fluffy and with OPs horde list he's going to need help with nerve tests... Severina's ability only works when she's in melee.

What's the problem with plasma guns? If you want an all guardsmen list then take four plasmaguns or a mix of plasma and melta. Taking half of the special weapons you could take is hardly minmaxing (if there's a reason you don't want to take a strong list).

Not using your gunners is just handicapping yourself for no reason and throwing basic scions in makes your list worse while also breaking your theme.
