So I am looking at imperial soup and taking relics across three different armies each with own detachment.
Does the extra Relic Strat go on a per army basis? Per detachment? Per faction?

You get your free 1 relic. Kurovs Aquila
Then for Imperial Guard I want to take an extra relic. laurels.
For Blood Angels I want to take an extra relic. BLood angel jump pack
For Knights I want to take an extra relic. Krast Relic

Do I pay 1 CP for each factions Extra relic strat, or do they "stack" once I get to my 3rd relic it cost 3 CP. Thus I wouldn't be able to take the 4 relics?

Why would they stack? They're different strategems.

Why would they stack? They're different strategems.

I don't believe they do, but I don't really play soup. Ive played against it, but I am normally mono faction. So the way I have it, it would be 1cp extra per faction. So I could spend 3 Cp (1 per faction) and get 4 relics.

Each "Extra Relic" strat is their own strat and don't interact with each other. If you have access to three different "extra relic" strats, you can use each one for 1CP to add 3 extra relics for 3CP total.

you cant give them relics from two different faction, because for you to gain access to the relics of the faction, your warlord must be from that faction:

from the CSM codex:
"...If your army is led by a Chaos Space Marine Warlord, you may give one of the following Artefacts of Chaos to a Chaos Space Marine CHARACTER in your army.."

and so on for

That's not how it works

From the Death Guard FAQ:

Q: If my army is led by a Chaos Space Marines Warlord, and
I have a Detachment of Death Guard, can I use the Gifts of
Decay Death Guard Stratagem to include a Relic on a Death
Guard Character?

A: Yes. The only requirement to have access to
Stratagems is that you have a Detachment of the
appropriate Faction. If you have a Death Guard
Detachment, you have access to their Stratagems.

That is only for the free relic (which you only get one of anyway). The stratagems for extra relics only require that the stratagem is unlocked.

However, all the stratagems say "an additional relic / artifact / etc", implying that it would be the second or the third relic. so it can only be given after giving the first relic (which is free)

One extra compared to the original amount of none means one.

Your interpretation is clearly false due to the FAQ quoted above. They explicitly said you can add relics from secondary factions by using the Stratagems. Here it is again:

Yeah, check the Deathguard FAQ (which Bilge Rat quoted above). GW says you can use a relic strat as long as you have a detachment of that army. So you can use them for the non-warlod faction. This is how it's been done in tournament circles for some time so I doubt it's a misstatement by GW at this point.

In English, you do not need to initially start with an amount of something to get an extra one, just that getting the extra one would be in excess of what is normally given.

In this case, your normal amount of non-warlord granted relics is zero, and you can add an extra one or two to that normal amount.

You missed the FAQ I quoted, which explicitly says that it is allowed. Even if the codices did forbid extra relics the FAQ would override them.
