That person is totally incorrect. You ALWAYS get to consolidate after you activate in the fight phase, period. You're just restricted in how you can move.
Next time they claim that, ask them to show you the rule that says so. If they are the kind of person to get angry about being called out, frame it in a way that makes them think you do trust them but want to verify.
Now, that being said, say you have friendly Unit A within 1" of enemy Unit X, and charge Unit X with friendly Unit B. Unit B wipes out Unit X. Unit A is not within 1" of an enemy and thus cannot activate that turn (but that's not so much "cannot consolidate" as "cannot activate whatsoever").
