For instance were I to put my models on a smaller base would these models still be legal in regards to the rules?

Almost positive there was an new updated list for alot of the more recent stuff. Looking at Stux’s link, that might be it but something is wrong on GW’s end.

Tldr: no you dont have to rebase.

If you are playing in tournaments: yes you will need to.

You just need to play them as if they were on the correct base size. Depending on the unit in question it may not matter for casual play. Putting 32mm infantry on 25mm bases has a massive impact on performance, for example, but the same can't be said for a wizard hero.

No. You're looking at the wrong document. The Base Size document is no longer a part of the Designers' Commentary and is located in the 'Downloads' section of Warhammer Community as it's not a FAQ.

Yeah, thats why I said there was a more recent one, but the link Stux initially had wasn't working.
