So if I take a index libby with storm shield and warding staff does it get a 2+ invul? No limit seems to be placed on the staff like sanctuary or heed.

Page 181, They can take the regular Space Marines Librarian in Terminator Armor as a GK unit. And the way it is written the model can take a storm shield if it replaces a storm bolter.

Page 181 if the index;
annotation number 2: "This unit [Librarian in Terminator Armour] is armed with frag grenades and krak grenades. He is also armed with a Nemesis warding stave instead of a force stave, which he can replace with an item from the Grey Knights Melee Weapons list."
The GK codex is not part of this, we are talking about the index only.
Re reading it I may have been wrong before. The annotation says that he is armed with grenades and a N warding stave but it says nothing about the storm bolter that the Librarian normally has. Does that mean that it does not automatically have the storm bolter or does it? If it does it can replace it with a storm shield but if it does not it can't replace it and can't get a storm shield. The way it is worded I think it keeps the storm bolter but I am not sure.

Okay, so if you are even allowed to take an index librarian in terminator armor, he has whatever is on his datasheet. nothing more.
If he has a Nemesis warding stave and a Storm Shield he will have a 2+ invuln in the fight phase.

Yes I meant nemesis force weapon. I said index because following the flow chart we do not have a model named librarian in terminator armor. We do have the option to take it in the index.
I took this approach as stats are different. So the codex is not even a reference in this debate imo.
Others could argue it's the gk librarian stat line from the codex but I feel like my approach is a fair middle ground (from pure raw name to name standpoint). So all it's rules and wargear are pulled exclusively from the index and it's points are from the most recent points update referencing a librarian in terminator armor.

If it has points, it's matched play legal. Legends is explicitly designed to be usable in all three play modes (Open, Narrative, Matched). They're simply not recommending it for competitive tournaments. Also remember, just because its an Index option doesnt mean it's going to Legends.

I know that, but others somehow really want everyone to avoid index options like the plague. Even after warhammer legends you will still be able to use those units in matched play.

Legends does not replace your ability to use models in your games, what it does do is allow you to drop your index books into storage as the options that are most useful are in legends still. For Matched Play non event games and house games legends is perfectly legal. I am basically using it as a replacement for the indexes.

That is not remotely what that means.
It will when GW officially yanks the flowchart for allowing index units and options. It's clear from the Warhammer Legends page that they mean for you to be using the Legends rules instead of the Index rules. That said, you can write in to GW and they might amend the Grey Knight Legends pdf to allow a GK Librarian to have a storm shiield and the Nemesis warding staff. I suspect they won't, however. probably having already made the decision to not have the 2++ Librarian.

Agreed on both counts. It's also good that they went ahead and released it instead of waiting until April (yes, there are complaints on Facebook that they should have waited until the April FAQ update) with the Las Vegas Open next month and Adepticon in March (not sure if they allowed use of the flowchart to begin with).
