Can I preorder from a FLGS or online at MiniatureMarket? Or is the whole package only available through the CB website?

Kanluwen is correct. Typically the preorder model is only available if you preorder through them. They have quite expensive shipping to the US, and you probably will not get it before they are in stores. However if you really want that model...

Just so we're clear:
The preorder model(in this case, the Ninja) for the big box is never "just" through them.
The Monk is a "bundle model" that is currently only available via them(which is a marked difference to last year, where the con model was available through any route).

I've ordered from CB to the US before. Generally you end up getting things before it Gamenerdz or Miniaturemarket gets it. Sometimes the price is decent enough that you're only paying about $20 after shipping over what you would with a local store after shipping. But in the past they've released a special ITS box at the same time as their spring release so that helps offset the shipping cost if you get both, would be surprised if they do that this time around but it would be announced this week if they follow their normal pattern. Shipping from Spain is fairly expensive for europe as the government sets the minimum price so there's no real competition on that end.

- Two six man starters in the set.
- A seventh model for each side exclusive to the set.
- Finally, a fifteenth model exclusive for preordering the set. It's often unclear whether this requires preordering from CB, but historically this model has always been in the first print run of the set that goes to stores too. I've always gotten them when I buy locally.

It's never been "unclear" about the models for the 2 player boxes and if you need to preorder or not. They come packaged in the boxes for the first run of production, so they're there unless someone mispacks it.

The Monk is a different kettle of fish entirely, and is currently being said as "exclusive to CB webstore".
I feel like I read/heard that the monk will be available later on in a blister. IDK if the CB preorder bundle is a unique sculpt.
Looks like the pkg (Kalstrom box w/ ninja + New Dire Foes box + the exclusive monk) is exclusive to the CB website.
With the current state of affairs who knows when any of this stuff will make it out of Spain...

Looks a little PanO, but I like that a lot! I would imagine if ninjas were still a thing, they'd be pretty tacti-cool, so I'm totally cool with this interpretation.
45 minutes to play, but how much time to set up? I could play a game of N2 and pre-HSN3 N3 in under 90 minutes or so, easily.

I felt that way about the Yu Jing in Red Veil, but I ended up keeping them because they were nice looking minis. I also made a point to get them, and the beyond minis, all painted up. So, oddly enough, I have 300 points of painted Yu Jing. and the Zhanshi from the Vallejo paint set, which I need to paint, the Zhanshi, not the paint set. These Yu Jing minis look pretty nice, and I'll keep them too.
Now, Ariadna or Tohaa, nope, just nope.
