That map's been around a long time. I first saw it about 12 years ago.
That said, if you're interested in neat 40k maps, there's this project: www.jambonium.co.uk/40kmap It's a fully interactive map of planets with a surprising level of detail.

The current theory is that the centre of the galaxy is a really big black hole, so it'd be less likely to find inhabitable worlds in that area.

Yeah that's an old map, you never saw it before ? I mean there has been map in evey single rulebook since I began playing about 10 years ago.
But it's always nice to see it if you somehow missed it. Way better than the new one with the cicatrix, which isn't super useful

It kinda makes sense when you consider that the Chaos Wastes in Warhammer Fantasy are also in the freezing northlands, because chaos vikings.
