"The Anzion Theorem of Orkoid Mechamorphic Resonant Kinetics" is a Techpriest's guess as to how Ork tech works. Orks don't actually work that way. Their tech might only work if an Ork uses it, but that doesn't mean that every Ork is a Psyker.
I apologize, 1d4chan's craziness has become so pervasive that it's infected the public conscious. Ork's cant shoot a person with a stick if they think its a gun. Can a Ork salvage bits of scrap that an intelligent race think is unusable and turn it into a shoota? Probably.
There are very strong minded Orks that think they are unbeatable and yet can be beaten by other races.
QFT. The whole "if Orks believe it happens, it happens!" has definitely been blown out of proportion. Ork psychic resonance is like psychic grease. For example, a shoota is still functional on its own, if extremely unreliable and temperamental in the hands of a non-Ork (which in the fluff, has happened, look at Yarrick's Power Klaw and how Armageddon Ork Hunters use Ork Shootas). An Ork using a shoota however, thanks to their baseline psychic ability, can make the gun work much more effectively without jamming as much if it were in the hands of a non-Ork.

In fairness the ork hunters, Yarrik and diggas are all pretty orky, as far as humans go. Perhaps this orkish psych they have adapted facilitates the use of ork technology (which seems to have a lock preventing non-orks being able to use it, not disimilar to the psychic ‘locks’ on the equipment of that other old one creation - the eldar).
Orks psychic interaction / ‘believing’ with their equipment isn’t unprecedented:
Eldar ‘think’ their weapons into action (psychic activation).
Humans ‘pray’ their equipment into working properly (faith activation).

I dunno, Yarrick just knows how Orks think, it doesn't make his behaviour specifically Orky, especially since he's a fervent follower of the Imperial Creed. The Ork Hunters definitely have gone a bit native in their specialism in killing Orks, but in both cases it just emphasizes that Ork tech is usable by others and that it doesn't require psychic ability to access (if you want another non-Imperial example, in the Siege of Castellax, Iron Warriors are able to briefly pilot a stolen Ork plane before it crashes because the Ork pilot never thought to install a brake in it). It's certainly not a hardwired tech-theft prevention system you seem to imply like Eldar have or Custodes for their gene-coded personal weapons.

All Orks generate a latent psychic field, it's what the waaagh forms from.
They low-key interact psychically with everything in an instinctive manner (fitting for a weapon created by the uber psychic old ones).
But its a lot different to them psychically activating everything and replacing components with virtual psychic ones.
The psychic grease is about as close as you can get to describing it if it's even true at all. I can imagine an Ork applying unconscious psychic pressure to a gun by being swept up in the violence that the psychic field just pushes it to fire faster

Right we actually have some in universe 'facts' on this subject.
According to the Beast Arises series, the Ork gestalt psychic field is such that it allows weapons that functionally shouldn't (and don't) operate to operate with some degree of reliability. There is no reason to believe the narrator in this instance is unreliable.
This does not mean that an Ork can pick up a stick and it magically turns into a gun and starts firing bullets. What it does mean is that the Ork tech, despite its ramshackle and primitive nature, still manages to function in a galaxy where other races are using literal mono-molecular blades and such.
What is also means is that Ork tech does not work as well/at all if Orks are not conscious (presence alone is not enough) and near it. The specific examples used in The Beast Arises are the classic Choppa and Shoota. The Shoota simply won't fire until the Ork is roused, it continually jams itself. The Choppa is a "chainsword" style and until the Ork is roused the blades won't spin. When the Ork is awoken the blades are able to spin. Obviously the less complex Choppas don't require an Ork to function (they're just axes/swords etc), but what it does mean is that it become much more potent in the presence of conscious Orks. This is how an Ork wielding a piece of pipework/a chain is able to punch through ceramite armour.
On Yarrick - he is a bit of a special case (and my favourite IG character by far). Consider that the Ork psychic "grease" becomes more potent the more Orks believe it (not unlike the warp and belief of other sentient creatures literally creating Chaos gods, for example). If enough Orks believe something, it literally becomes a fact of reality, regardless of how many Orks are nearby - this can be seen with the idea that; 'red goes fasta!' and many factions that utilise a red colour scheme primarily just so happen to favour speed (Saim Hann, Blood Angels with their focus on CC etc). Anyway Yarrick is the BFF/greatest enemy of the greatest Ork Warlord to exist in recent memory - Thraka. Thraka commands by far the largest WAAAAAGGGHHH!! to be seen since the Beast. Most, if not ALL of the Orks under his command will be aware, at least peripherally, of who Yarrick is and that he's considered Thraka's 'best' opponent. So all of the Orks under Thraka's command are collectively believing that there's a hoomie called Yarrick somewhere that's tough enough to face Thraka in combat. Of course he can wield a Power Klaw, it would be trivial for a hoomie as tough as this one!
