There's no contradiction at all.
The first FAQ ruling explicitly states a two points:
1) You can't delay when a unit fights within a fight phase.
2) When a model fights it must make all attacks that it can legally make. Which is to say you can have a unit with 3 attacks base only attack once to avoid wiping out a unit and leaving itself exposed, avoid triggering a special rule, etc.
It doesn't say anything about taking all possible actions (piling in, activating command abilities, using advantageous weapons, etc.) to maximize your attacks.
The second FAQ presented simply clarifies that piling in/consolidating do not require a model to move as far as possible so long as if they move they do so towards the nearest enemy model.
Your reading of the rules must include a lot of area between the lines to reach your espoused interpretation of this particular rules interaction.

There are no contradictions. The two FAQs address two separate questions.
1. All units must fight if they are eligible fighters (i.e. within 1" of enemy unit during fight phase).
2. Order of operations/sequence of fights must be upheld (i.e. units that have charged must fight before units that do not hold priority).
3. All models, WHEN IT FIGHTS, must spend all of its attacks (i.e. cannot only swing twice when it has 3A). This does not stipulate all models must be set up in a way so that they can all fight.
The second FAQ is self explanatory and does not overlap with the three points above.

Technically, only units fight; models do not. Your highlighted red sentence doesn't actually mean anything in the rules, because models do not fight. The second part of the sentence cannot occur if the first part does not trigger.
We can both play the RAW game.

I think another way of saying it is that no where in the rules does it say you must fight as effectively possible as you can with your units. Just that if a model is within 1" inch, it must make it's attack in some way, but nothing forces you to maximizes the attacking ability of that unit/model.

They do not contradict though.
One FAQ says "Note that when a model fights, it must do all of its close combat attacks if it can do so" This means if the model is close enough to make attacks, it needs to make all of its attacks. Iteven talks about choosing a weapon for each attack.
The other FAQ is about pile in moves, not about attacks.
They are not at all contradictory.

Agreed, i misunderstood. Its fine if models who must fight get within 1" of enemy models, they dont have to move in base contact.

Sounds like you still don't understand. There is no requirement to get within 1" outside of a single model during a charge.

This is not a thing. The only 'must fight' is if a model is within 1" of an enemy when the unit is selected to fight. if a model is 1.1" away there is no requirement at all to move within 1" to be able to make attacks.

Show me where in the rules it states that fighting means making close combat attacks. None of the FAQs shown thus far state this and the core rules don't even mention having to make attacks at all, hence the FAQs.

No it doesn't. A unit's eligibility & subsequent requirement to fight is not the same as a model's (in the said unit) eligibility and requirement (to use up all of its available attack) to fight.
In short, if a unit/model is eligible to fight, it must fight. That's it. There's nothing that states units/models must be made eligble to fight.

The FAQ is only saying that models that must fight must use all their attacks. The other FAQ question makes clear that you do not have to move. Note that it said that " if you move", so you are not required to move to get into close combat range. According to the FAQ, if you move a model that's 1.1" away from an enemy model (which is not required according to the basic rules or to the FAQ question about piling in) you can move to 1.09" away from the model, slightly closer to the nearest enemy model but still outside the range where you have to make attacks.

Actually it says "if you move" you have to move closer to the nearesst enemy. It doesn't even require the model to move.

Actually it says "if you move" you have to move closer to the nearesst enemy. It doesn't even require the model to move.

These things are optional.
