Hey Dakka, building a 40k Space Marine army in 15mm for another game... but cannot decide on a Chapter. Since it isn't using 40k rules, I am not worried about what the best Chapter Tactic is. The models I am using will be used to build a classic Battle Company (6x Tactical Squads, 2x Assault Squads, 2x Devastator Squads), and found models to use as 15mm Rhinos and walkers that are a few minor conversions away from 15mm Dreadnoughts.
Included pictures of the minis for you all to try and pick what Chapter suits them best. Right now I am leaning towards Iron Hands, Ultramarines, or Imperial Fists due to the helmets and the optional heads for the commanders, Sons Of Orar popped into my head because I like the Chapter. I already have a normal 40k Blood Angels army, but it could be neat to have a micro version so I can purge heretics in both scales.

Those are pretty cool. Who makes them?
Anyways, I vote Imperial Fists. Or some other brightly colored chapter that'll show up well at only 15mm amid the terrain.
Definitely not Iron Hands - you'll end up with a whole bunch of tiny dark things on the table.

I would say the Sons of Orar. Cool striking scheme, these look rather Ultramarine'ish and their helmets will kinda look like MKVI from tabletop distance which they have a preponderance of.

Great point on the dark color scheme of Iron Hands in 15mm! But to answer your question, these are made by Vanguard Minis. They have great 15mm minis for Cadians, Death Corps of Krieg, Orks, and Tyranids. They have some 28mm minis that would be amazing for somewhat retro Chaos Cultists or Traitor Guard (with a slight Buck Rogers feel to them).

Make up your own one, use whatever colour scheme and rules you want.
