I've said for quite some time now that Necrons need an update to the C'Tan, Flayed Ones, Destroyers, and characters. It seems like we're getting most of that if not all of it. The only other thing on my wishlist is for them to bring back Pariahs, and since that's the name of the PA book, I'm holding out hope for that as well. Rules wise, Necrons basically need a ground-up rework almost as much as Grey Knights do. If they at least fix Reanimation Protocols so that it can't be completely negated by focusing fire, we'll be on the right track.

I wouldn't mind seeing something like being able to roll even if the unit is wiped out, but once a model fails that roll then it doesn't ever come back, with some small exceptions like Ghost Ark Healing.
Res Orbs then could offer a reroll aura or a one time use per game to bring back models that have been lost.
Living Metal needs a lot more flavor than just regaining a single wound. I'd like it be something like being able to reduce damage or AP. Necrodermiic healing could replace the 1 turn .
Gauss weapons need something. Maybe Every hit of a 6 causes an automatic wound- They can still roll saves against it, you just don't roll to wound.

I literally don't care about anything else for DE, those 2 changes from 5th to 8th were the worst 2.

Would like to see Death Guard get a new codex. In that codex I would like for them to get access to Dark Hereticus, and some of the unit options (like Obliterators for example) that they should have had all along. Would like to see the Surgeon fixed so that he's useful (something more akin the the Chief Apothecary), and I'd like for the Lord of Contagion to not be useless.
I'd like the Plague Burst Crawler to be fixed so the best configuration isn't one where you put flamers on it and run it up the field like a fast attack choice. I would also like to see dramatic points adjustments for Myphitic Blight Haulers. They're still too expensive.
I'd also like to see some kind of fluffy mechanic introduced like "Plague Tally" where you get contagion points that could be used to do things like boost Plague Marines or summon demons etc. Something similar to how Khorne Demon Kin worked in 7th.
For Thousand Sons - I'd like to see some more (non-Tzangor) units, a large reduction in the required warp charge for some of their powers (we still have powers that require a 9!), and maybe some better powers? They're suppose to be the be-all-end-all of magic, and even PA didn't really get them there. A lot of their powers just feel unimaginative and kind of "meh".

For IG:
- Some fair and balanced ( lol) way to create named characters for other regiments than Cadia and Catachan. Or a bunch of finished named characters, 1 for each of the big regiments and 4-5 with "regiment" as keyword
- would be nice if the Deathkorps rules would be aligned more to the AM rules. So a Deathkorps specific Warlord trait and relict, the option to build Emperors Blade, Fist etc. Detachments with Death Korps etc.
- As complicated as it is I would love it if some of the vehicles that are currently strictly inferior (Malcador compared to Leman Russ for example) or pretty bad outside specific regiments (everything that gets -1 on hit roles outside of tallarn) would have some gimmick that makes them a tactical choice. Like with Sentinels that got "Go Recon", "Strike First, Strike Hard" and "Deft Maneuvering".
- on that note: give us tank aces for other vehicles
- option for vehicle commanders outside the LR. I want Command Sentinels, Command Malcadors etc.
- If possible at all: make it that we are not seen as just CP Batteries and bubblewrap anymore. I personally don't mind being in the lower half of the Codex competetiveness, but I would prefer to not only be recognized as cheap support for the "real" imperial forces.

For csm:
Good strong legion traits and rules that actually reflect the lore of the legions I.E. Night Lords don't use daemons or marks but get rules that make up for it.
Chosen and cult troops go to 2W, costed accordingly. Chosen can take combi-weapons on the whole squad and be troops for the undivided legions.
A return of meaningful marks and vetaran abilities.

So, I was starting to write 40k short-stories again and I was brainstorming for ideas about what to write today...and I think that idea is just gold! I'm gonna give it a go today and I will try to post/link-back when it's done :-) Automatically Appended Next Post: As far as wishlisted things:
1) MORE CUSTODES! (which appears to actually be happening in the new PA book coming out)
2) Turn Deathwatch into the unofficial home of retired models, regular (non-primaris) marines, and various legends support. Give them fun new ways to build and play so that they really stand out more as opposed to "normal" space-marines.
3) MORE TANKS. I think this one was already covered, but yeah: I want more viable tank spam for armies like IG without having to necessarily use the ol Leman Russ.
4) New Xenos Factions. Seriously. If I had to pick one wish it would be this. I love me some 40k, but the amount of imperium and chaos armies compared to literally the rest of the galaxy has swung way too far in one direction.

#1: Orks should get their character variety back. Painboys on bikes, Warbosses in Megaarmor, Meks with Forcefields on bikes.
#2: Orks should prevent Fall Back moves if they out number the unit(s) they're attacking.
Hear me out on this one.
Orks are supposed to be a tide of energetic hooligans who want nothing more than a good fight. Once they get stuck in they don't unstuck until they, or what they're against, are dead. They're the guys who're most likely to follow right behind fleeing enemies, smacking them over the head with lead pipes and blunt axes.
From a gameplay perspective, Orks are probably the squishies army in the game. While they do have 1 additional toughness compared to guard and eldar, they also have a grand total of 1 infantry unit - in the entire book - which has better than a 6+ save. Their defensive HQ options have been gutted by the lack of painboys & KFF's available on bikes, they do not have any army-wide loss mitigation techniques (except for moral, which is a joke anyway). And they mirror the Dark Eldar approach of glass cannon specialists, but they lack the mobility, armor saves, special rules, or even ballistic skill to pull it off as effectively.
Hordes are not hard to kill at present, nor will they be in 8th. Giving blocks of Boys a use as inescapable tarpits, making sure that important units are 'held down' while fragile specialists do the leg work, would go a long way towards opening up Ork play styles. Also, it would even give specialists more breathing room. Because while Nobz squads & Kommandos are fragile and not gigantic, they do start out a teeny bit larger than many armies, which would let them be more dangerous - just enough to be viable - at their preferred role.

More importantly the 1 commander per detachment rule needs to go die.
Make crisis suits worthwhile mainly a points per stats issue.
Make Kroot do something that makes them not just worse firewarriors.
Sisters of Silence, rules for Krole in 40k even as just a normal charictor, 40k rules for the Aquiesor.

- Psychic potential matching the faction fluff. Our farseers should have better casting than some no name librarian...

I will gladly take unwanted warlord traits from other armies again..( Getting the salamanders hand em down trait sure was nice)

If the Model Support would be here and the ruleset Adapted of ia13 for use in 9th i'd imagine it actually beeing a really liked and beloved faction Despite beeing inherently "hordy" .
But then again gw also failed to expand the bsf into anything actually usefull Despite only needing some better Wording there sooooooo....

I agree with a lot of what you say here. But take into account that the fluff for the legions has changed a bit since 8th dropped (it actually began in 6th imho). For example, the whole Alpha Legion = secret good guys tripe has been squatted for a long while now. Nightlords are not so much hardcore anti chaos/demons as they once were. I think they may have a DP or two in the legion. No hard evidence of this as its a cursory memory.
IMHO Legion marines should have always been better than normal marines due to having a lot more experience than loyalists. But I think a 2w bump to chosen would be ok. But 2w isn't what makes interjerks so good. But its a start.

Basically. I think chaos cultists are cooler than genestealer cultists, and was disappointed by the fact that the irregular insurgents with bombs and technicals was assigned to GSC, because Chaos Cultists are fighting because they legitimately believe in freedom from the Imperium, while GSC are just mind controlled.
I would totally start a renegades army with space-toyota trucks with lascannons in the back if they made it exist with rules and model support. There's too much marines in Chaos, not enough normal people doing awful things.

Rules stuff:
Buff the poor Plasma Rifle.
Let Shadowsun use Master of War on non-Tau Sept.
Have the Hammerhead's Railgun be good!
Rework drones and the way they interact with the army's overall durability - I love the ablative wound concept, but 3 big suits and a table of shield drones is not fun. I would move them to being wargear - A unit can take a few drones, different kinds of drones give the unit a buff or ability. Like maybe including a marker drone means the unit always gets +1ML on a target a shield drone provides some kind of survivability boost like reducing damage or a toughness buff. Then you can still eat a hit with them but you lose the buff and you don't have a huge pile of them.
Make markerlights assault. or like, separate them from the shooting phase somehow.
Don't overreach on the combat stuff that's been talked about. If you neuter overwatch and fly/falling back like has been talked about its likely you just end up making things even worse. They need to make melee combat and how it interacts with shooting less all-or-nothing on both ends.
New models:
I just want more Railguns in all shapes and sizes.
Maybe like Stealth Suits with Rail Rifles.
A Ghostkeel sized suit that's build to be rough-and-tumble instead of stealthy. Give it a main gun with selectable profiles like the Pulse Blaster, a sheild and the usual SMS/PlasmaRifle/Fusion Blaster secondary weapon choice.

Improve the aspects. Seriously they are the elite fighting force of the eldar, using space fu and psychic know-wots to give space marines a run for their money. Currently they just suck. More weapon options would be great - showing how the aspect reflects this version of Khaine through all the weapons Exarchs use etc.
Give me back my HQ exarch beatstick that's not a demigod special character. I want to run my own cool customisable exarch ninja that pulls crazy moves and kicks in marine faces.

Necrons
Lychguard - I'd like to be able to mix sword and board and warscythe.
Tesla - beyond the tesla carbine, tesla doesn't see much use because it's not very good, a -1 ap on tesla destructors and spheres would be a huge QoL Improvement.
RP - My thoughts on reanimation protocols are mixed,if it's powerful it has to be balanced around, if it's flavorful we can be balanced independent of it. I'd say currently it falls into the second category, and the big problem with necrons for most of this edition was that GW set out points as if it was the first. Years of points reductions have made necrons a mid tier army, and considering how long and painful that journey has been, I'm not so eager to revisit that process with a RP rework. I also realize that 7th ed RP was a real negative play experience for anyone fighting necrons, and made us a one trick pony, both of which I'd prefer to avoid.

As long as they don't kill the legion rules off again (like they did with the traitor legions supplement) I'll be happy.
2 wounds for chaos marines would be good too, but maybe not for basic ones. Basic troop ones should just be chaos newbies. Chosen and cult marines should definitely be super powered though.
Also I'm not sold on the other two cult legions having their own codexes, that just makes the faction more liable to codex creep (Death Guard) or having to borrow Age of Sigmar units to pad out its paltry unit selection thousand sons). They don't even really feel like supplements, more like that crappy Khrone Daemonkin codex that felt like a White Dwarf army. I think it would be better for the World Eaters and Emperors Children to stay in the main codex and keep having access to their Vindicators, Obliterators, Discolord, and all the other stuff they'll lose if they leave.
Honestly, as long as they don't completely screw it up I'll be happy with my Psychic Awakening legion rules.
Oh, and make the basic chaos space marine cheaper, while the chosen marine is made more expensive. Maybe even give chosen 3 wounds to make the difference between a grunt and a veteran of the long war that much starker. If they can strike a balance between making a chaos marine as good a choice as a cultist, while also making chosen look powerful and cool, that'd be awesome.

Nids:
Many monsters have individual issues that could go on for pages...
But in general:
- Fix the crappy internal balance between hive fleets
- Expand our spell pool - we have more psykers than spells to cast.
- Make degradation tables less punishing. Almost all monsters lose at least two crucial stats at once, quickly losing effectivity
- Release a simple upgrade sprue with toxin sacs and adrenaline glands of three sizes, and then give the core biomorph access to all those units that are sorely missing it.
- Give anti-infantry sweep profile to all Monstrous and Massive Scything talons, The D3 version should do 2x -1 D1 attacks, the larger D6 should do 3x -1 D1 or something.
The core trait of Nids, the synaptic network, is underutilized by the rule writers. Shared senses and the absolute command & control should enable Nids to have fluid and above-average reactions to the battlefield conditions, but all Nids get are powerful but silly movement tricks.
At the very least they should have a stratagem to react against enemy reserves.
