Had a battle the other day against Eldar and they used Swooping hawks to basicaly deep strike turn one. I am sure i read something about not being able to do that turn one but i could only find the part about strategic reserves cant come in turn 1 but not saying his "Children of Baharroth" ability which says "During deployment, you can set up a Swooping Hawks unit in the skies instead of on the battlefield. At the end of any of your Movement phases the unit can descend - set them up anywhere on the battlefield that is more than 9" away from any enemy models." was a part of strategic reserves. Let him do it turn one as we couldn't find something that said otherwise but figured it has to be there unless that has changed this edition and im just stuck on last edition's rules.

9th Ed RB, page 256, 2nd paragraph:
“Note that these rules (Strategic Reserves) do not apply to units using other rules that enable them to start the battle in a location other than the Battlefield. Such units are not placed in strategic reserves and they are instead set up as described by their own rules”
That said, checking relevant FAQs would be the next step.

thats the only thing we could find too. faq didn't have anything about it. Can i assume others are seeing a lot more armies not deploying much to protect from being alpha striked while still firing turn 1?

In matched play neither Reinforcements nor strategic Reserves can arrive on the battlefield T1. Units that have their own rules which allow them to be set up in another place are reinforcements.

It's in the Matched Play / Eternal War section of the 9th BRB. There's a specific breakout for the codification of Turn 1 restrictions on arriving as reinforcements.

Correcto. Eldar cant DS, infiltrate their rangers striking scorpions or warp spiders... because reasons.. I was hoping 9th invalidates the previous FAQs/rules at least for Eldar rangers and other stuff like warp spiders and hawks to DS turn 1. Im still not sure I understand the difference between units that are in strategic reserves and not. For example Eldar rangers allow them to deploy before T1 just like a space marine infiltrator rule and dont have a caveat that they need to be deployed at the end of the movement phase.

As others have said, the "No Turn 1 Reinforcements" rule is a function of the Eternal War mission pack.

Scout deployment and reserves are two functionally very different things. One is a special deployment rule that allows you to place them outside your normal deployment zone, the other allows for a "Deep Strike" arrival on the battlefield later in the game (quoted because colloquialism). Strategic Reserves are a universal type of "Deep Strike" that is available to all armies with the advent of 9th edition.
Scout deployment is not a "Deep Strike".

The rangers ability raw allows them to deploy before t1 or battle but not at deployment. It got blanket faq along with all the other rules like it until marines. Its early 8th worded infiltration so it got bungled as a ds rule coz lazy rules writing.

'Appear Unbidden: During deployment, you can set up this unit walking the winding paths of the webway instead of placing it on the battlefield. At the end of one of your Movement phases, this unit can emerge from the webway – set this unit up anywhere on the battlefield that is more than 9" away from any enemy models.'
If that is the wording then rangers are not unique snowflakes. Every unit who has deepstrike is worded like that with different narative descriptions. Here are some other examples.
As you can see rangers are not getting nerfed by the faq. All deep strike work the same way, as I had to point out to my Ork opponent when he wanted to land his stormboyz turn 1.
'Stormboyz Strike: During deployment, you can set up this unit flying high in the skies instead of placing it on the battlefield. At the end of any of your Movement phases this unit can plummet onto the battlefield – set them up anywhere on the battlefield, more than 9" away from any enemy models.'

For page references, Reinforcements are defined on p208 of the rulebook (Movement Phase, "2. Reinforcements").
In both Eternal War missions (Matched Play) and Crusade missions (Narrative Play), reinforcement units cannot arrive on the battlefield in the first battle round (p282, p334).
Note that units placed into Strategic Reserves (pp256-7) also cannot enter in the first battle round in Eternal War (p282) but can do so in Crusade (p334).

I dont understand the confusion then. Its very clearly a Deep Strike in its updated language.

The exact wording is: Appear Unbidden: During deployment, you can set up this unit walking the winding paths of the webway instead of placing it on the battlefield. At the start of the first battle round but before the first turn begins, this unit can emerge from the webway – set it up anywhere on the battlefield that is more than 9" away from any enemy models. However it does say what you explain in the errata indomitus 1.0 though.. I lost track of the FAQ's and erratas when 9th dropped coz there was too much gak... Sure would be nice to be able to T1 ds or infilitrate SOMETHING other than space marines in the whole friggin game..

It may have not been obvious but I said I found it in the indomitus 1.0 errata...
