Orks and Death Guard? That's me!

I were you I would try to hunt down the discontinued starter sets from 8th edition "Dark Imperium" and "First Strike" to get some characters, pox walkers, drones and marines for little money. Many people were only interested in the marine halves of these sets, so you should be able to get the
DG half off ebay. If you can get one for cheap, pick up a box or two of the also discontinued Lord Felthius' Cohort as well, you can either convert the terminators inside to more Deathshrouds or combine two boxes into a unit of blightlords.
Failing that, you should probably invest in some daemon engines. Trios of Myphitic Blighthaulers and Plague-burst Crawlers are powerful and hard to kill units that can help you out when facing vehicles - right now you have preciously little units that could actually put a dent in one. The bloat drone also is an option if you like it, but you should at least get two which would then act as bodyguards for your daemon prince.
Blightlords are a great unit and you should eventually get them, but right now your army should get something to handle hard targets first - especially when facing Astra Militarum.
If you want more characters, the best ones to get are probably the Foul Blightspawn who can melt pretty much anything with his flamer and the Biologus Putrifier who turns plague grenades into plague nukes. Use with the blight bombardment stratagem for maximum effect.
For my Orks:
- 1 Waaghboss
- 1 Painboy
- 40 Ork Boyz
- 15 Nobz + 2 Ammo Runts
- 3 Deffkoptas
- 1 Deff Dread
This is a pretty good start, you can pretty much go anywhere from here. I would suggest not buying into lootas, as they cost a lot of money to be effective and aren't that hot anyways. Flash gits can work if you really want to, but they require a transport (read: battlewagon or trukk) to not just get blown off the table. A weird boy is a good addition for any ork army, but instead of buying the current terrible and error-prone finecast model, I suggest getting one of these:

Besides that, you should decide whether you want to go vehicle-heavy or infantry-heavy. Orks are only doing well when they take one or the other to extremes, a mix tends to fall flat on its face because orks have little to no durability and you don't want to give your opponent too many good targets for their guns.

If you simply can't decide, there are a few units which are great in any kind of list -
MANz, a burna bommer, mek guns, a big mek with
KFF or another dread.
Currently I'm owner of the rulebook and both codices for my armies and one question is if I should buy the Psychic Awakening books "Saga of the beast" and "War of the spider". I read that "War of the spider" is essential to play Death Guard and that "Saga of the beast" is not that necessary for playing Orks.
What are your opinions and advises?
Both War of the Spider and Saga of the Beast are extremely important updates for both armies. In theory you can play both of them without their Psychic Awakening books, but you really shouldn't.
That said, we know that Death Guard will be getting their new codex this year which might make
PA obsolete for them. I'd hold out on buying WotS until we know whether we still need it.
Especially I'm interested in good choices against Astra Militarum since my best friend runs them.
The main power of
AM is their tanks. If you have enough big guns to reliably destroy a
LRBT in one turn, you should not have a lot of problems with them. Just make sure that you take the fight to them, and get those objectives. It's not like a unit of guardsmen is going to shove some plague marines or ork boyz off an objective.
