atm your choices are Ultramarines, Death Guard, or Thousand Sons.

How viable
YOUR SWs are though depends upon how you build your army. The choices you make in what to field & how you play it. Any failure is due to the player, not the tools they have available codex wise.
How should you go about purchases? Well, whichever way gets you the most of what you want, at the best prices. Maybe that's piece meal, maybe sets, maybe it's mix.
