Why is the HQ not in the HQ section but in the Heavy Support?

Partly because it shares a kit with the Tyrannofex and partly because GW is incompetent a small indy company and put stuff in the wrong place sometimes.
Besides, not like anyone has bought a Tervigon in years.

The only reason I personally haven't made you a liar is that the Tervigon hasn't been in stock in the last 3+ months.

If it's a multi-build kit they usually have two entries for each option.
So you'd expect one entry for Tervigon to be in the HQ section and one entry for Tyranofex to be in the Heavy Support section.
Most likely it's whoever uploaded the entries to the webstore didn't bother to really read the codex and just assumed it was a Heavy Support.
It could mean that the Tervigon is destined to become Heavy Support in the future codex and GW went off prematurely, but I find that less likely.

It happens a lot on the site. I've seen Custodes infantry appear as SM HQ in the past.

Exactly. It's probably just a temporary mistake (although the multi-build explanation is equally valid). IDK if it's still like this, but at one point earlier in 2020, you couldn't find the entry for the Tsons Exalted Sorcerers kit unless you specifically put the exact right combination of words into the search bar. They did not come up as an option under Tsons, nor any of the other CSM armies. So if you didn't plug in precisely the right search term, it was like they didn't exist at all.
