One of these days I'm planning on putting together a force of renegades and heretics based on the Blood Pact. But I'm unsure which GW kit I should use for the bodies. Are they well equipped enough for the Tempestus Scion carapace, or would they have an equivalent kit to a guardsman?

The vast majority are equivalent to standard Guard, but they will have their own set of special forces I’m sure

In the old 7e Drive of Vraks book there was an Elites entry for Renegade Grenadiers which were Tempestus equivalents with hot shot lasguns and carapace armor.

From what I recall the SoV book's Renegade Guard list was sort of modelled off of the Blood Pact, so maybe Blood Pact Grenadiers?

That's sort of where they are in legends right now. There's cultists and militias for troop choices and then they have disciples as an elite choice. I would have cultists, militias and a few blood pact as disciples. I was tempted to use the bodies of scions to distinguish them from militias but wasn't sure if that would be 'too much'.
