I go here, or to their eBay store.

Sadly I don't know who the manufacturer is, but they do all the WHFB bases including 100x150mm. They do not do a, 20x40mm or a 40x60mm, nobody does AFAIK, but you can make your own from other bases. Those bases are both super rare though, I think the 20x40 only has one application (Dwarf shield bearers) and even GW never officially made any. They are also close to the original but not exactly the same. I suggest you all your bases for a faction from a single manufacturer, small differences can be jarring but so long as there is consistency within your army you need not use GW stock bases.

Back when GW disappeared all the bases from their website without notice in 2018 there was a deep shortage of decent bases for a long while, you either had 'em or you didnt. I put off buying Skaven or adding zombie spam to my Vampire Counts army because of this, I couldnt afford the (consistent) bases. But other companies have stepped up and WHFB basing is no longer the hunt it used to be, thinks are looking up for Oldhammer players in this regard.

Did you ever get these?
I may (haven't looked) have that many that are just gathering dust.

Just noticed you are in Japan - postage costs might not be worth it

Try Reaper, although I did not see 20mm square slottas, just 20mm square flat topped. 25mm and 40mm square are there.

I hadn't needed to until now. I had one or two from job lot auctions and they are decent bases, but as claimed above I need consistency on a per army basis. Sourcing those bases unlocked me starting Skaven.

I dont know who the manufacturer is, and it would be inappropriate to ask the retailer. However there is a distinctive surfacing to the bases, so they may not too difficult to source.

I avoided ebay links, there were some for Hobby heaven, it is where I reversed the link to their website from.

eBay links are regional locked, there is no guarantee that eBay Japan will reveal them.

Even pre Brexit I had trouble buying German eBay items and had to manufacture a fake German address to unlock ebay.de or the website would always 'helpfully' refer me back to eBay UK. Even if something is linked for worldwide shipping, and even if you add in specific details, even serial numbers, out of region eBay will not necessarily detect it or allow you to bid on it.

That being said here is the Hobby Heaven eBay store for those who want to use eBay UK and not the company website to get bases:

Store page:
https://www.ebay.co.uk/str/hobbyheaven1919

Bases:
https://www.ebay.co.uk/str/hobbyheaven1919/Wargaming-Bases-Stands/_i.html?_storecat=25707421017

No guarantee the seller will be actionable elsewhere, and it may well be cheaper to buy direct.
