Seems odd to run a promotion like this to encourage sales on Forgeworld when they're struggling to keep things in stock as it is. As far as I can tell there's a combination of stock code changes making things appear no longer available, and continued Covid restrictions hitting FW production. Half the site is showing as out of stock, and when I was at Warhammer World last weekend the physical shop was looking pretty bare too.

I'd be spending money on Forgeworld (and getting entries to the competition as a byproduct), if the stuff I wanted to buy was actually available at the minute.

Their email announcement also said this:

I belive thats because canada and the US have laws against contests that REQUIRE a purchase to enter. Specificly I belive they class any contest requiring a buy in, like this one, as gambling and all the rules and regs that come with it

My understanding is it's related to lottery laws and comes from a time when dodgy lotteries were becoming common. There has to be an alternate means of entry that doesn't involve buying the product. So, for example, you may be able to enter by filling out an online survey or mailing a self addressed envelope to the company. For things like McDonalds Monopoly, you can send them a hand written letter to enter as an alternative to having to buy a product from McDonalds.

For something like winning a Titan from 100 quid purchases, having an alternative method of entry would likely screw up their prizes-given-to-income-gained too much, lol.

I actually thought such things were illegal in the UK also, but I guess not.

GW just want you to get even more hooked on their crack, your odds are better buying the Warlord titan at full retail than spending the exact amount and win one free through lotto;

I wonder, did they ever say that someone has to win one? Or can they just... Say everyone lost? And not give anyone a Titan?

Yes, they said there will be a winner. Weirdly enough, it's being drawn in Australia...

5. The Prize Draw
5.1. All entrants will be entered into a prize draw. The prize draw will take place at 23 Liverpool Street, Ingleburn NSW 2565, Australia at 10 a.m. (NSW time) on 29th September 2021. The draw will be made by random selection. There will be one (1) winner. The chance of winning depends upon the number of entrants.

If for some reason the first draw fails to find a winner, there'll be a redraw 3 months later. If the prize hasn't been claimed, the prize is lost and no one wins.

So they could try and rig it so that happens, but I imagine there'd be pretty big fines for rigging a draw if the authorities found out.

Well, I have been meaning to get some Hired Guns for my Necromunda campaign.

Dunno what I’d do with the Titan if I end up winning it though.

Because, as I said countless times, GW fans supporting them financially is directly negatively impacting my hobby experience, ensuring GW will never get better, which I want them to.

If you're already planning on buying stuff from Forgeworld, this is a nice bonus. Certainly won't inspire me to do so without otherwise plans to do so.
