That looks rather primitive, and somehow seems pretty small. I'd almost say Halfling, but don't know why.

The arm seems to be wrapped in some sort of shabby cloth or bandage - perhaps Scavvies for Necromunda, or more Cawdor stuff?

The lack of obvious talons makes me doubt a little bit, but GW has been forgetting those details on some recent models (particular orks and orcs).

It could be Slaanesh, that was what I thought initially. The hand does look kind of small and maybe not human but there’s precedent in Slaanesh for having weird little guys carrying fancy stuffs.

On the other hand, weird little guys, familiars, pets and such are an AOS thing in general, and many factions have them, so it might as well be a 'pet' for a new thing we haven't seen yet. Or it's for Underworlds/WarCry, where all bets are off anyway.

Wouldn't be bad timing for the rumor engine either. We're expecting Khorne affiliated for the next box and Slaanesh affiliated for the one after that, aren't we? Could easily be the warband's shaman/healer/sorcerer/drug pusher for the Slaaneshis.
Slender fingers like that could be elf, female or both.
