Looks like purity seals to be me so likely custodes release given it's proximity? It could also be linked to the white "hair" or whatever it was on the wings from day 1

I don't think so. The placement of where the fur was on the wing picture would go completely opposite to the direction the front of this cloak is seeming to go.

You know what, someone pointed out Black Templars have that "style" of purity seal with the tatters and it got me to thinking...

Could it be a little bit of plastic for Horus Heresy? I know Sigismund and his nutters were there, but Heresy isn't something I've been obliged to follow too heavily these days. Would explain the weird little 'collar' bit on that skeleton, which looks like it's from a Titan Princeps or a Knight pilot.

If the fringe on the wing pic is the same cloak as the recent one, the wing could belong to a bird resting on the arm/shoulder of a cloaked figure. Scale looks a bit chunky, so power armor could be it.

I’ll join the bandwagon. The purity seals here have the pointed edges like what you see on the cloak and the spread wings could match the bird

Is it a similar texture to the bottom right of the skeleton pic too, perhaps with an angled spike from the beast fur? They do seem to have the same style of purity seals on them.

If it's Coteaz, what are the spikes toward the top of his fur? Unless he's gotten himself a barbed ruff of some sort, it looks to me like the wearer has horns or a crown of some sort, which doesn't seem like Baldy's style.

Spikes from the xenos beast the fur is from, Janus Draik has a similar style one as well.

It could be just the tips of some sort of halo or similar decoration.

If it's Coteaz, the spikes might just be pointy strands of fur. The old model had that kind of exaggerated fur style and stood out among its contemporaries.
