That three-lobe Nurgle symbol on the cover seems like an open and shut case.
I'd guess either a mortal champion or another crazy herald with a stupid name. Some sort of record keeper who's comically failing at its job (from the way the book is falling apart).

Skaven have always been a Chaos faction and have sometimes allied in the past with other Chaos forces, but in general in Old World and in AoS they stand apart from the Big 4. Pestilens at the start of AoS were different as they did ally with Nurgle (and it remains the only alliance formally in the book - or at least was in the 1st proper skaven battletome). So in general they are allies, but the Pestilens are still Skaven and still bound to the Great Horned Rat, rather than Nurgle.

Pic looks a bit like someone holding up a bag and carelessly hoisting the book inside.
Interesting stuff, its very specific, yet in no way
a familiar cocept. So, that makes me think AoS for this.

Could actually, by a longshot, be Fimir. They worship the chaos gods and have similar hands with 4 fingers and dark clawlike nails.

Clan Pestilens is actually that explicitly nurglish, and they have (had, whatever) their 13 volumes of the Liber Pestilentiae, among which the Liber Bubonicus is the most well-known one (and also kind of appeared in model form with Skrolk in 5th edition).

Looks to me like the back of a banner-type thing or a shield. The lightning bolt looks like it should be tacked onto the front of whatever it is. Not sure what the chain thing is supposed to be.

There’s clearly some kind of craftsmanship behind it. Lightning bolt makes me think Clan Skryre.
