So with the new Chaos Dwarfs faction being released tomorrow it got me thinking…. Are there any bad/chaos/evil Leagues of Votann? Is there something close? I’m unfamiliar with their lore.

There aren't any Chaos aligned Votann factions but most if not all are morally bad from a modern standard.

Kinda? its closer to "uncaring about you or your survival" than "moustache twirling evilness"

They generally have a very "us first" mindset that means its perfectly acceptable to, for example, break a inhabited planet apart to get at valuable materials in the core, killing everyone on the surface. Almost all diplomacy is viewed through a lens of "how do we benefit?", and altruism is basically unheard of. If they can safely take what they want, they don't bother trading or asking permission, they just take it. If they help you, its because it helps them, either in trade concessions or some other leveraging of your "goodwill".

but they aren't malicious, in the sense of not actively going out of their way to harm you. they just wont go out of thier way to help you, either.

As others have intimated, define bad here.

The Kin are all about their mining. If your planet has what they want, they’ll at least try to play nice. But their sheer, ruthless efficiency makes them unlikely to be particularly eco-friendly. And if you say outright no? They’ll just sort of take it anyway.

So they can be bad from any other society or culture’s point of view.

But within their own society and culture? Seemingly it’s exceedingly rare, because notions of close familial bonds and kinship are so hard wired into them. They will come into conflict with one another from time to time, but never for long.

Considering that they've no anti-chaos feature to them, there's no reason to stop them falling to Chaos.

Rather like Ork (hazy it seems to happen but is super rare for it to last any length of time) and other alien races; there is a chance that we just won't see GW models. But the lore will likely have them given time and conversions exist to fill the need for models

Untrue. They’re noted as having “hardened souls”. This not only prevents Psykers (outside of specific Cloneskeins which produce Grimnyr) but provides a noticeable resistance to Chaos. Not immunity, but a definite resistance. This accounts for their low to non existent incidence of mutation.

They also lack many the things that makes humans prone to Chaos. Their society is pretty harmonious. Like a highly ordered reflection of Orks. Privations are shared just as readily as wealth. They have an innate (possibly gene programmed) sense of self reliance and importance of kinship. And again like an ordered reflection of Orks, theirs is very close to a meritocracy, with no caste or class system keeping anyone in their place.

That doesn’t leave a lot of unfulfilled lives for Chaos to appeal to, for exactly the same reason Orks are rarely, if ever, swayed to Chaos.

I think 2 of the Leagues are a bit darker than the rest. Not every thing has to be Chaos to be dark.

The Kronus Hegemony is aggressively expansionist. Kindreds have to offer tribute to join, and then they are expected to maintain a focus upon war as they will have yearly conquest quotas to meet. What happens if they don't meet their quota is unknown. It is thought they are possibly quick to form Grudges and take offence at the slightest thing in order to find an excuse to go to war (and thus meet their quota).

The Urani-Surtr Regulates (URSR) is dour and ascetic. Those that join never leave and they are expected to maintain as large a population as possible, accepting the bare minium of food, light, air, and heat. So theirs is more of an internal darkness where they live even more spartan lives than other Kindreds, with resources and windfalls instead channelled to support more bodies rather than raising the individual quality of life.

How they are darker?

They mandate minimum resources because their territory is under siege by necrons, orks, and tyranids at once - so they divert all resources into war economy because there is no point in quality of life thinking when you're dead. Ditto with population, they need all soldiers they can get to merely keep what they have. I'd say a league that not only doesn't really attack other states, but keeps real horrors busy from attacking anyone else, and is open to peaceful trade instead of smash and grabs is positively saintly compared to all the others...
