Absolutely. Most cities or stores have a facebook group or dischord channel, that's a good place to start. Dealing locally is nice because it cuts down on shipping, although you are then limited to the styles and qualities available.
Commission painting is like any other type of freelance work, in that you have three variables: quality, cost, and speed. There's no such thing as somebody good and quick and cheap. But working locally you might move to the front of the queue.
One final thing: even for commission painters, painting full armies takes a lot of time. Most don't do it for their primary income (or if they do, they charge what a full time worker would get), so expect some patience.
